Summary

Supervisory Regional Program Management Officer for IHSC's Medical Asset Support Team. Leads multidisciplinary clinical staff, coordinates deployments to IHSC facilities, manages daily operations, onboarding, performance input, reporting, QA support, stakeholder communication, and mission-critical staffing needs. This position is only open to current USPHS officers. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.

Duties

DUTIES AND RESPONSIBILITIES: Personnel Management and Team Supervision o Provides direct, daily supervision and support to assigned MAST personnel, including advanced practice providers, behavioral health providers, and registered nurses. o Assigns and monitors day-to-day tasks and caseloads, ensuring equitable distribution of work and timely completion of assignments. o Conducts regular check-ins, team meetings, and one-on-one sessions to address operational issues, provide guidance, and resolve personnel concerns. o Oversees onboarding, orientation, and ongoing training for new and existing staff to maintain operational readiness and compliance with program standards. o Tracks attendance, schedules, and leave requests, ensuring adequate coverage for all operational needs. Operational Coordination and Support o Coordinates and manages the daily deployment of MAST personnel to IHSC staffed facilities and critical need locations, responding rapidly to changing mission requirements. o Ensures accurate and timely entry of data into electronic health records and other administrative systems. o Assists with development and updates to policy and standard operating procedures to ensure compliance with program regulations and supports strategic planning for the MAST program. o Prepares and submits routine operational reports, status updates, and incident summaries to the Supervisory PMO and other leadership as required. o Monitors and maintains inventory of equipment, supplies, and resources necessary for day-to-day operations. Performance Management and Quality Assurance o Provides input for staff performance evaluations, identifying strengths and areas for improvement. o Ensures adherence to established protocols, policies, and procedures in all aspects of daily operations. o Identifies and addresses operational issues, escalating complex matters to the Supervisory PMO as needed. o Assists with reviews of risk management/adverse actions and keeps leadership apprised of the status of all licensed, registered, and/or certified healthcare employees within the MAST program. o Supports quality improvement initiatives by monitoring compliance and participating in audits, reviews, and corrective action processes. Communication and Stakeholder Engagement o Serves as the primary point of contact for MAST personnel regarding operational matters, policy clarifications, and resource needs. o Facilitates effective communication between staff, leadership, and other internal/external stakeholders to ensure smooth daily operations. o Responds to routine inquiries from staff, stakeholders, and facility partners, escalating complex issues appropriately. o Assists with responses to taskers, stakeholder inquiries, investigative inquiries, or Congressional inquiries as needed. Other Duties o Performs additional operational and administrative duties as assigned to support the effective management of MAST personnel and mission requirements. o Temporary travel may be required to support critical need vacancies or orient new staff. o Serves as Acting MAST Supervisory PMO or Acting CSSU Chief, as needed.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: A master's degree or higher from an accredited institution plus a minimum of four years of relevant professional experience. Of the total professional experience, must possess at least three years of experience related to management, administration, and evaluation of public health programs. Minimum eight years of extensive leadership, supervisory, and program or project management experience. Ability to effectively manage complex, multi-faceted programs, and effectively lead a multi-disciplinary team. Ability to interact effectively, and collaborate with other IHCS, ERO, ICE, and DHS offices, as well as all levels of management. Ability to communicate effectively in both written and oral formats to perform the functions and duties listed above. Possess a high degree of independence, initiative, and follow-through on a wide range of sensitive, complex, and programmatic issues. Ability to assess, plan, organize, and complete multiple tasks and responsibilities simultaneously. Flexibility and ability to adapt to sudden changes in schedules and work-related requirements. Must possess and demonstrate proficiency in common Microsoft Office programs, specifically Microsoft Word, Excel, Outlook, and SharePoint. If the incumbent holds a clinical license, it is the incumbent's responsibility to fulfill the obligation(s) of the licensing or certifying body to remain current. IHSC may require the incumbent in this position to perform clinical activities within the scope of clinical license in times of critical needs within the agency. Maintains U.S. Public Health Service Readiness and Duty Requirements.

The Medical Asset Support Team (MAST) program consists of a cadre of physicians, advanced practice providers, behavioral health providers, and registered nurses that augment and respond to the needs of IHSC-staffed facilities and provide support for administrative tasks and projects to IHSC units and programs. The incumbent serves as a Regional Program Management Officer (PMO), MAST, in a supervisory capacity, providing leadership and direct supervision for a multidisciplinary team of advanced practice providers, behavioral health providers, and registered nurses. The incumbent is responsible for ensuring that all discipline-specific requirements are met and that high-quality health care is delivered to non-citizens in ICE custody. The MAST program deploys staffing support to meet the IHSC mission and operational requirements across the nation. IHSC provides direct care daily to detainees at designated facilities nationwide, including medical, dental, mental health, and public health services. IHSC also manages medical case oversight for detainees at non-IHSC staffed detention facilities and oversees financial authorization for off-site specialty and emergency care. The ICE detainee population is approximately 34,000 daily, with an average length of stay of 30 days, surpassing 400,000 detainees annually. IHSC provides medical support during ICE enforcement operations in the air, on the ground, and at sea. SUPERVISORY CONTROLS: The incumbent reports directly to the MAST Supervisory PMO, with the CSSU Chief serving as reviewing official.
