Summary

You will serve as a SUPV FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT OFFICE-COMPTROLLER (N00FM) of NCTAMSLANT NORVA. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Duties

You will serve as the Deputy Financial Manager and Comptroller for the entire Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMSLANT) Area of Responsibility (AOR). You will serve as the senior analyst for budget, accounting, or financial management policy and procedures within the organization. You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas. You will provide interpretive and analytical advice on financial transactions and program execution. You will coordinate the development and reporting of cost and performance information in support of mission tasks for the organization. You will promulgate approved financial management policies within the organization based on Department of the Navy policy. You will conduct management evaluations of issues of financial consequence raised in audit reports, budget reviews and recommend alternatives for corrective actions. You will perform Funds Administration (FA) functions for NCTAMSLANT). You will plan work, set priorities, and schedule work as necessary to ensure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will assign work to subordinates based on employee's capabilities, priorities and difficulty.

Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position. Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is in the excepted service and does not confer competitive status. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
