Summary
The Supervisory Operations Specialist position is located in the Superior Court of the District of Columbia, Special Operations Division. The Special Operations Division's mission is to provide the highest quality service to the Courts and the public through efficiency, professionalism, and innovation. The incumbent is responsible for directing the day-to-day operations of assigned programs and overseeing the effective administration and management of programs and contracts.
Duties
Description of Major Duties Provides supervision and oversight of assigned employees and program operations, including but not limited to the Supervised Visitation Program, Child Care Center, and Superior Court Library, ensuring service delivery, compliance, achievement of program goals, and a safe and productive work environment. Oversees the employee performance management process; provides ongoing feedback, coaching, and recognition; documents and addresses performance concerns; and makes recommendations for action in accordance with Court policy. Monitors and certifies time and attendance. Determines staffing needs, establishes work schedules, and approves leave requests based on operational requirements. Leads recruitment and selection activities and makes recommendations regarding appointments, promotions, and separations. Assesses employee training and development needs and identifies, recommends, and implements opportunities to enhance employee knowledge, skills, and performance. Manages assigned contracts and grant-funded programs. Serves as the Contracting Officer's Technical Representative (COTR), and monitors contractor performance, and compliance with grant-funded program compliance and requirements by tracking outcomes, expenditures, and preparing narrative, statistical, and financial reports. Conducts continuous assessments of program operations, business processes, and service delivery models; identifies trends and opportunities for improvement; and initiates and implements processes, programs, and projects designed to improve efficiency, effectiveness, and customer service. Establishes and maintains effective working relationships with judicial officers, Court personnel, government agencies, contractors, attorneys, community organizations, and other stakeholders to support program objectives and enhance service delivery. Represents assigned programs in Court committees, meetings, work groups, and special projects related to program operations, process improvement, strategic initiatives, and other assignments as directed by the Director. Requirements
A background and security investigation is required. A probationary period of one (1) year must be successfully completed.

Education

Benefits
This is not a federal position. The District of Columbia Courts is an independent branch of the District of Columbia Government and is not under the authority of the City Mayor or the D. C. Council. DC Courts' appropriation comes directly from Congress. All DC Courts non-judicial employees receive federal benefits for the following programs: Life Insurance, Retirement Benefits, Health Insurance and Workers Compensation. Please click on the following for more information about these benefits: http://www.opm.gov/Insure/health/enrollment/new_employees.asp The DC Courts leave policy is as follows: Annual Leave: New full-time employees earn four (4) hours of annual leave biweekly. After three years of service this increases to six (6) hours biweekly, and at 15 years it increases to eight (8) hours biweekly. Most military, federal and District of Columbia government service counts toward the time required to go into the next higher annual leave category. Employees can carry over no more than 240 hours of annual leave into the next leave year. Sick Leave is used for personal medical needs, care of a family member, or adoption related purposes. Full-time employees earn four (4) hours of sick leave biweekly. This leave can be accrued without limit. In addition to the federal health plans, the DC Courts offer employees supplemental vision and dental plans as well as a commuter transit benefit subsidy, for a maximum of $150 a month. There are 26 pay periods in the year.
