Duties

The Deputy Executive Director, Flight Standards Service B directs the safety oversight of certificated air carriers, air agencies, and other certificated entities, and exercises independent executive judgment on the complex safety questions the Service must resolve. The Deputy Executive Director provides direct executive direction and oversight to two functional service offices and leads a matrixed organization, national and international in scope, comprised of approximately 3,823 federal personnel and 4 contract personnel. The incumbent's leadership team includes 2 direct report Executives (Directors), 4 additional Executives (Deputies), and 15 supervisory L band managers. Oversight is provided to the Office of Air Carrier Safety Assurance and Office of General Aviation Safety Assurance. Ensures the consistent and standardized application and enforcement of Federal aviation safety regulations under Title 14 CFR, translating national safety standards into effective certificate management, surveillance, and compliance action across certificate holder operations throughout the national aerospace system. Provides senior technical direction on air carrier (14 CFR part 121) and general aviation oversight, certificate management, surveillance system design, and Safety Management System (SMS) safety assurance methods. Oversees and manages an annual budget of approximately $697 million (reconciled with Service wide allocations) alongside an estimated $1 million support services contract portfolio. Directs the oversight of air carriers conducting operations under 14 CFR part 121 and of other certificated entities across general aviation, assuring continued compliance and operational safety. Supports the Executive Director in executing duties as the Flight Program Oversight Executive, ensuring rigorous regulatory oversight, certificate management, surveillance, and inspection programs for all aviation operations conducted within FAA owned, leased, or rented aircraft. Note: This position may be impacted by an upcoming realignment.
