Summary

Under the authority, direction, and control of the Under Secretary of War for Acquisition and Sustainment (USW(A&S)) and the Assistant Secretary of War for Industrial Base Policy (ASW(IBP)), Global Investment and Economic Security (GIES) serves as the DoW's representative on six (6) statutory and Executive Order-mandated interagency committees, responsible for the review of potential impacts of foreign investments in the U.S. and the defense industrial base, and outbound investments.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled using Direct Hire Authority (DHA) authorized under the Department of War Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) for position in the Business and Technical Management Professional Career Path (NH). Incumbents typical work assignments may include the following: NH-III Duties: Uses qualitative and quantitative analysis methods to analyze information and draw evidence-based conclusions that assess risk, validate claims, and identify potential red flags. Participates in working groups and supports senior-level engagements to assist in enhancing the processes by which the DoW conducts national security reviews of foreign investments. Identifies and resolves complex problems that cross organizational boundaries, recommending actionable solutions and methodologies to leadership. Ensures work is timely, efficient, and meets established objectives, demonstrating flexibility, adaptability, and decisiveness in managing assigned projects. NH-IV Duties: Works to address key gaps to strengthen economic security, conduct due diligence analysis, participate in senior-level engagements, and serve on Office of the Secretary of War/DoW and/or interagency working groups supporting potential enhancements to the processes by which the DoW conducts national security reviews of foreign investments. Conducts expert analysis of open-source, commercial, and government-furnished data. Drafts and reviews comprehensive, actionable due diligence reports. Drafts, reviews, and edits input to written materials, including program guidance, informational/decision memoranda, pre-meeting background briefings, talking points for senior-level managers' meetings (from informal to international), speeches, testimony, and decision proposals/justifications. Provides subject matter expertise and contributes to the development, evaluation, and implementation of significant program studies and policy changes. Coordinates effectively and regularly with other IBP, DoW, interagency, intelligence community, and industry elements to maintain a comprehensive understanding of processes and procedures.
