Duties
The United States Space Force (USSF) Headquarters (HQ) Enterprise Talent Management (ETM) Performance Optimization Division (TMS) at Joint Base San Antonio, Texas is searching for a Chief, Performance Management (NH-0201-04, GS-14/15 equivalent). Description: As the Supervisory HR Specialist leading the USSF Performance Management Team, you will serve as a highly autonomous advisor to senior leaders up to the SECAF and CSO, driving critical talent, evaluation, and promotion policies for Space Force personnel. Leading a multi-disciplinary team, you will resolve complex appeal cases and leverage critical DAF databases like MilPDS, PRDA, WAPS, and PRISM to turn administrative data into strategic readiness. Your authoritative efforts in building key relationships across HQ Air Force, USSF, and OPM will directly streamline workflows and champion the national security workforce of the future. The ideal candidate will possess substantial experience leading enterprise or major command-level human resource and performance management initiatives, specifically overseeing centralized evaluations, correction boards, and appeal or due-process activities. This role requires a deep operational background navigating and managing data within critical Department of the Air Force personnel systems-including MilPDS, PRDA, WAPS, and PRISM-combined with an in-depth knowledge of DoW, DAF, and Space Force human resource policies, talent management frameworks, and civilian and military personnel laws. The selected individual must have a demonstrated track record of strategic personnel advocacy, collaborating across high-level agencies such as HQ Air Force, USSF, DoW, and OPM, and translating complex policy into authoritative, corporate-level correspondence and briefs for senior executive leadership like the SECAF, CSO, and VCSO. Additionally, the position demands a mastery of continuous process improvement methodologies to streamline team workflows and eliminate structural barriers to mission accomplishment. Qualification requirements include a Bachelor's or Master's degree (or equivalent specialized military/civil service experience) in Human Resources, Public Administration, Business Management, or Organizational Leadership, supplemented by formal technical training in DAF personnel databases, Change Management, or Lean Six Sigma, and the ability to obtain and maintain a Secret security clearance. Key Skills and Abilities: 1. Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions, and concepts governing functions such as recruitment and placement, classification, employee/labor relations, benefits and entitlements, talent management, succession planning, acquisitions, non-appropriated fund (NAF), or other programs related to personnel management within the federal government. 2. Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems not susceptible to treatment by standard methods. 3. Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management, employment planning, and other special programs to bring program policies and operations in line with higher level vision, goals, and objectives. 4. Skill in leading teams, building consensus, and fostering collaboration to achieve strategic program goals; conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 5. Ability to lead and mentor a team, plan and organize work, and direct the activities of staff to effectively meet organizational objectives and develop employee capabilities; skill in leading and implementing organizational change, ensuring team and unit goals are properly aligned to the desired end state; and to communicate both orally and in writing and to establish and maintain effective and positive working relationships. 6. Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively apply agency safety, security, personnel management, and EEO regulations, practices, and procedure; essential skill in enthusiastically translating and communicating a strategic vision to a team.
