Duties

The primary purpose of this position is to serve as the senior program authority responsible for planning, administering, evaluating, and continually strengthening the oversight of the AbilityOne Program by monitoring Central Nonprofit Agency (CNA) compliance with Commission regulations, policies, and written agreements through compliance inspections, audits, and data collection Duties performed: Ensure all deliverables, timelines, and performance expectations align with statute, regulation, and Commission policy; Oversee the development and implementation of the Commission's audit plan to measure CNA effectiveness and compliance with Commission policies and the performance measures described in the Cooperative Agreements; Lead targeted reviews and/or audits of Nonprofit Agencies (NPAs)/Central Nonprofit Agencies (CNAs) and special studies aimed at identifying systemic vulnerabilities; Identify trends, risks, and opportunities for program improvement; Provides clarity and interpretation of authoritative guidance to stakeholders across the AbilityOne enterprise.

Requirements

You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. Selective Service Registration is required for males born after 12/31/1959. One-year probationary period may be required. A pre-employment drug test may be required. Status Candidates must submit an SF-50 and recent appraisal. Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Time-in-Grade must be met by the closing date of the announcement. All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing. License Required: No Pre-employment physical required: No Bargaining Unit Position: No Permanent Change of Duty Station (PCS) Expenses will not be paid. Financial Disclosure: If you are hired, you may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) within 30 days after appointment. Promotion Potential: This position is at the full performance level. Supervisory Probationary Period: This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
