Duties

The United States Space Force (USSF) at the Pentagon is searching for a Management and Program Analyst to support S1C (NH-0343-03, GS-12/13 Equivalent). Description: Shape the future of United States Space Force (USSF) civilian personnel management as a Management and Program Analyst with budget integration, a strategic role responsible for shaping the future of HR within a newly formed military service. This position serves as the principal advisor to the Chief of Space Operations for Human Capital for all matters related to civilian personnel management, analyzing, planning, programming and budgeting activities of the USSF, driving the development and implementation of comprehensive human resources policies and strategies aligned with the USSF mission. This is a unique opportunity to make a significant contribution to the development of a world-class organization and shape the future of space operations by ensuring effective organization, training, and equipping of our space forces. Major Duties & Responsibilities As a proficient within the functional area, the Management and Program Analyst will spend a significant portion of their time in direct support of acquisition positions and will be responsible for: - Program Execution, Resource Optimization & Policy Oversight (Critical): Plans, organizes, and oversees assigned division programs, projects, and acquisition-support activities.?Applies comprehensive knowledge of manpower, HR and resource management operations?to integrate personnel policy, staffing requirements, organizational structure and resources with strategic mission and analysis objectives. Establishes metrics, evaluation frameworks, and review systems to measure operational effectiveness, regulatory compliance, and human/material resource utilization. Formulates and revises organizational policies, procedures, and priorities to eliminate operational barriers and optimize workflow across headquarters elements. - Financial Strategy, PPBE & Economic Analysis (Critical): Develops and executes innovative methodologies to assess planning, programming, budgeting and execution (PPBE) actions in support of space acquisition and operational requirements. Performs risk/benefit, life-cycle, and cost-economic analyses to evaluate program modifications and justify funding allocations. Drafts financial policy, oversees fund reprogramming actions, and prepares defensible budget justifications for leadership and higher headquarters. - Agency Representation & Collaboration (Critical): Represents the Space Force with a variety of agency, command, installation, and functional area organizations. You will establish and maintain effective working relationships with HQ Air Force, USSF, DoD, OPM, and civilian institutions. You will directly communicate with the SECAF, Office of the Chief of Space Operations (OCSO), and Vice Chief of Space Operations (VCSO) to advocate for Space Force positions regarding senior recruitment, classification, talent management, succession planning, acquisitions, and employee/labor relations. - Strategic Communication (Critical): Performs strategic communication to advocate for the organization. You will direct the utilization of internal and external communication systems, manage the development of executive-level memoranda and newsletters, and prepare/deliver presentations on USSF executive human resource management to all levels of the USSF, USAF, DoW, and private sector executives.
