Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DOD Personnel to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Provides technical housing expertise and assistance to garrison Commander/Manager and other installation staff in representing Department of the Army. Interfaces with the Regional and Department of the Army level RCI Program Manager and Portfolio and Asset Management staff on major decisions, reporting requirements, senior official briefings, and site visits. Develops overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects Analyzes and assesses data for a variety of reports pertinent to availability of housing, Military and Civilian personnel, quarterly data on customer service. Develop overall housing management plans for non-privatized housing functions at the installation, including barracks management, contract management, budgeting, facilities management, housing services office, and furnishings management. Manages data and information in support to the RCI Program Office Program Manager at the Office of the Assistant Secretary of the Army for Installations and Environment (OASAIE-RCI) for Congressional and Federal issues. Advises chain-of-command on all aspects of the installation housing program and submits necessary reports, information papers, briefings.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest. Direct Deposit of Pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Installations Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Recruitment and relocation incentives may be authorized. Student loan repayment may be authorized. Salary negotiations for those candidates who are new to Federal service may be authorized. Credit for Prior Non-Federal Work Experience and Certain Military Service for Determining Annual Leave Accrual Rate may be authorized.
