THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an HR SPECIALIST (MILITARY), Position Description Number PDT5621P01 and is part of the WY Human Resources Office, Wyoming National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)". This is a Title 5 Excepted Service position. Military affiliation is not required.
Duties
This position is in the Wyoming National Guard's Human Resources Office (HRO) and serves as the State Level Expert/point of contact for the Wyoming Air National Guard (ANG) Full-Time Support (FTS) Title 32 Active Guard Reserve (AGR) program. The incumbent ensures all program activities, policies, instructions, and goals follow legislation, publications, regulations, and guidance from Department of War (DoW), Air Force (DAF), National Guard Bureau (NGB), and other governing agencies. 1. Advises the management on matters relating to Active Guard/Reserve (AGR) personnel; drafting and providing input to WYNG personnel plans and procedures based on interpretation of regulations and directives from the Department of the Air Force and National Guard Bureau (NGB). 2. Reviews and process's structure source documents Unit Manpower Document (UMD), and manpower reports applicable to AGR positions within the ANG. 3. Serves as an advisor to commanders and interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. ** This is NOT an all-inclusive list of duties. **
Requirements
KEY REQUIREMENTS: U.S. Citizenship Required. This position is subject to provisions of the DoD Priority Placement Program. Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). May be required to successfully complete a trial/probationary period. Must be willing to relocate at own expense if selected. Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice. Indefinite position may convert to Permanent if funding/position is available If converted to permanent, you may be required to successfully complete a two-year trial period. CONDITIONS OF EMPLOYMENT: 1. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 2. May occasionally be required to work other than normal duty hours; over/comp time may be required. 3. May require travel in military and/or commercial aircraft to perform temporary duty assignments. 4. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. 5. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).

Incumbent's performance under an indefinite appointment is a least "fully successful" or equivalent. Outplacement program requirements have been met, and Similarly situated employees (in the same title, pay plan, series and grade) within the organization, hired under the same appointment conversion provision, have been considered under internal competition procedures.
