To attend the event, please use the following link: https://www.usajobs.gov/Event/5693 *** As the Deputy Assistant Commissioner for Financial Management Shared Services (FMSS), you will serve as a senior executive within the Center for Financial Management (CFM), delivering mission-critical financial management services across Treasury and to federal agency customers. Provides executive leadership for government-wide and agency-level accounting, financial reporting, financial systems, internal controls, and shared service operations. Leads daily FMSS operations to ensure accuracy, reliability, compliance, strong internal controls, and high-quality customer service across all financial management service lines. Guides enterprise modernization efforts, including the transition to standardized, automated, and shared service/Software-as-a-Service (SaaS) financial management solutions while maintaining operational stability. Provides executive oversight of Treasury-level accounting and financial reporting functions, including general ledger governance, financial systems operations, audit readiness, risk management, and service delivery performance. Establishes priorities, allocates human and financial resources, monitors operational performance, and resolves complex service delivery challenges. The Deputy Assistant Commissioner represents the Assistant Commissioner for FMSS in engagements with Treasury bureaus, federal agencies, contractors, vendors, and financial institutions to coordinate priorities, manage expectations, and strengthen partnerships.

Qualifications and evaluation

Qualification Assessment: Applicants who meet these requirements will be evaluated by a preliminary rating panel to determine which candidates advance to the final evaluation stage. This assessment will focus on the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) identified in this Job Opportunity Announcement (JOA). As required, ECQs and MTQs must be fully addressed within your two-page résumé; separate narrative statements will not be accepted. Structured Interviews: Candidates who advance will participate in a structured interview panel that evaluates applicants against the ECQs and TQs. The results of the structured interview will be considered as part of the overall assessment process. The rating panel/ERB process will identify the best-qualified candidates for referral, consistent with Treasury procedures. Referral and Selection: If you are among the top-qualified candidates, your application will be referred to the selecting official for further consideration and possible additional interviews. Executive Review Board (ERB): Final selectee recommendations must receive Treasury's Executive Review Board approval before a tentative job offer can be extended. Qualification Review Board (QRB): New entrants into the SES must receive approval from OPM's Qualification Review Board. QRB approval is not required for non-competitive candidates (e.g., current and former career SES members, CDP graduates).

OTHER INFORMATION: All initial career appointments to an SES position are contingent on approval from OPM's Qualifications Review Board. We may select from this announcement or any other source to fill this vacancy. Veterans' Preference does not apply to the Senior Executive Service. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
