Summary

This position is in the U.S. Department of Labor (DOL), Office of Inspector General (OIG), Office of Audit (OA). OIG serves as an independent and objective unit within DOL. OA is responsible for conducting and supervising audits relating to DOL's programs and operations; recommending policies for activities designed to promote economy, efficiency, and effectiveness in the administration of DOL programs and operations.

Duties

Leads an effective and comprehensive nationwide audit program designed to assess and promote economy, efficiency, and effectiveness of DOL programs and to assess Departmental compliance with various statutes. Provides executive leadership for a broad portfolio of financial and performance audits involving major Agency programs, operations, and federally funded activities, with a focus on accountability, compliance, and program effectiveness. Keeps the Inspector General and senior Department leadership informed of significant audit findings and recommendations for appropriate action; identifies and communicates trends in specific programs disclosed through audit work; and provides objective appraisals of Departmental programs and activities based on audit results. Provides strategic direction for the policies, procedures, and professional standards governing the conduct of audit work, including audits performed under contract by independent public accounting firms. Balances resources as needed and leads the conduct of audits/reviews as may be requested by the Inspector General regarding unusual situations having Department-wide implications.

Qualifications and evaluation

Current/Former Career SES or SES Candidate Development graduates who have been certified by OPM must submit a Standard Form 50 that documents your SES Career appointment or a copy of your OPM approved SES Candidate Development Program certificate. Once the application process is complete, a review of your resume and supporting documentation will be conducted. If you meet minimum qualifications, your Application Package will be further reviewed to determine if you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (MTQ) listed above. ECQs and TQs must be thoroughly addressed within your two (2) page resume. Separate narratives will not be accepted or reviewed. Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration. The selectee must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period. Education

This position has a positive education requirement. All applicants must also meet the education requirements indicated below by the closing date of the announcement. 1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR 2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
