Duties

As an Electrical Test Data Steward (GS-12), you will sit at the vital intersection of engineering, cybersecurity, and data strategy. You will serve as the primary authority managing substation testing data, energization records, and engineering revision workflows-ensuring the technical data powering our electric grid is seamless, secure, and reliable. Key Responsibilities & Core Duties Drive High-Impact Data Analytics & Strategic Insights: Serve as the primary technical expert for substation testing and energization data. You will analyze complex technical submissions, develop statistical reports, and transform raw field data into clear, actionable intelligence that empowers leadership to make informed grid operations and investment decisions. Modernize & Streamline Engineering Record Workflows: Oversee the end-to-end management of engineering Record Revision (RR) packages and substation technical updates. You will optimize digital SharePoint workflows, coordinate with CAD design teams to align work orders and timekeeping, and resolve technical issues with external engineering contractors to keep major grid projects moving forward efficiently. Safeguard Cybersecurity & Regulatory Compliance: Protect vital power infrastructure by ensuring all equipment testing and removal processes meet rigorous North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC) regulatory standards. You will verify critical cyber asset safety protocols and audit data submissions to eliminate compliance risks. Champion Asset Lifecycle Standards & Data Governance: Act as the organization's primary champion for asset data lifecycle strategy. You will establish standard data practices, align field testing reports with central asset management systems, and ensure that attribute data across all physical substation equipment remains accurate from installation to decommissioning. Lead Cross-Functional Alignment & Service Level Agreements (SLAs): Serve as the core liaison between field engineers, technical managers, and business controls teams. You will manage service request tracking systems, troubleshoot data discrepancies, and ensure key internal groups meet agreed-upon Service Level Agreements for data archiving and reporting. Empower Technical Teams Through Training & Process Improvement: Identify operational gaps, propose modernized solutions, and update technical data forms to keep pace with industry shifts. You will design and conduct engaging training programs for field staff, technicians, and engineering teams to build data capability and standardize best practices across the organization.

Requirements

Qualifications and evaluation

Category Rating Procedure: You will be evaluated for this job based on how well you meet the qualifications above.
