Duties

The Assistant Inspector General for Management and Resources (AIGM) serves as the principal advisor to NGA Inspector General (IG) and Deputy Inspector General (DIG) on all matters relating to strategic management, resource administration, data analytics, and mission support for the OIG. The AIGM exercises a wide range of responsibilities and provides strategic, transformation-oriented leadership of OIG business operations that enable the oversight mission. AIGM responsibilities include: * Advising and assisting the IG, DIG, and the Assistant Inspectors General for Audit, Evaluation, and Investigation in the planning, development, and execution of OIG policies and programs. * Exercising technical and administrative supervision over a team of specialists responsible for daily office operations and support across the OIG enterprise, to include directing, planning, managing, and evaluating all component business activities that operationalize the OIG mission. * Overseeing a comprehensive OIG human capital management program, including talent acquisition, FTE management/execution, personnel actions, position management, and employee development. * Serving as the OIG Chief Financial Officer, participating in all aspects of the Intelligence Planning, Programming, Budgeting, and Evaluation cycle related to mission oversight and compliance. * Overseeing the development, planning, coordination and publication of OIG written communications including the Semiannual Reports to Congress, Top Management and Performance Challenges Report, OIG Annual Work Plan, OIG internal/external communications and web pages, and other publications as required. * Overseeing a team of forensic data analysts who apply tools and algorithms to identify unusual patterns and other indications of fraudulent activity, supplement oversight projects through statistical sampling, provide insights that enhance strategic decision-making within OIG through business analytics, provide IT support to OIG, and maintain the OIG corporate management system. * Representing the IG in NGA corporate governance meetings and establishing and maintaining effective working relationships across NGA components and offices to advance the OIG mission. * Representing the IG on Committees and Subcommittees of the Council of the Inspectors General on Integrity and Efficiency. * Promoting a work environment focused on a solid leadership foundation, continuous learning, and professional growth. * Performing other duties as assigned.

Requirements

SPECIAL INFO: SPECIAL REQUIREMENTS: Applicant selected for this position is subject to the completion of a one-year DISL trial period. (Applicants selected from outside NGA may be required to complete a two-year DCIPS trial period if they have not already done so.) This position requires access to classified Defense Department and Intelligence Community information. The individual selected must already possess, or be immediately eligible for, TOP SECRET security clearance and access to Sensitive Compartmented Information. U.S. citizenship is required for the granting of a security clearance. Successful completion of a polygraph examination is required for employment by NGA. This position is covered under the Ethics in Government Act of 1978 (P.L. 95-521). Incumbent will be required to file an Executive Personnel Financial Disclosure Report (SF-278) with the NGA Office of General Counsel. Employment is subject to requirements of the NGA Drug Testing Program. ADDITIONAL INFORMATION DISL positions are established to provide the highest levels of functional and technical expertise by individuals who are recognized leaders and authorities in a specialized field or functional area. The difficulty, complexity, and novelty of DISL work requires creativity, mastery of subject-matter field, and recognition of the professional community. DISL positions have minimal supervisory responsibilities (generally, no more than 25% of work time) and do not have the organization or program management responsibilities as DISES positions. Joint Duty Credit: All NGA executive level positions require Joint Duty credit. Employees will receive joint duty credit in a majority of service or rotational assignments that were at least at the GS/GG-11 or DCIPS Pay Band 3 level, and generally for at least one year, or for 179 days or more when deployed to a designated combat zone on or after September 11, 2001. Note: Applicants without Joint Duty credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment or provide proof of Joint Duty qualifying experience.

Demonstrated experience organizing work, setting priorities, and determining resource requirements; determining short- or long-term goals and strategies to achieve them; coordinating with other organizations or parts of the organization to accomplish goals; monitoring progress and evaluating outcomes. 3. Experience leading programs and functions that operationalize the administration, operations, and mission of an office, such as: human resources, business operations, strategic communications, data analytics, congressional budget process, financial management, contracts oversight.
