Summary
This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A). The primary purpose of this position is conducting counterintelligence activities to identify, deceive, exploit, disrupt, or protect against espionage against other intelligence activities, sabotage, or assassinations conducted for or on behalf of foreign powers, organizations, or persons, or their agents. Non-BU: This is a non-bargaining unit position.
Duties
As a Intelligence Operations Specialist, GS-0132-7/9/11/12/13, your typical work assignments may include: Serves as a Counterintelligence Officer in the Counterintelligence Program Division and assists in the gathering of information and conduct of activities to protect against espionage and other intelligence activities. Incumbent identifies opportunities to provide CI support to homeland security operations and other sensitive activities. Assists in the development of collaborative information and knowledge sharing networks and builds alliance with colleagues and counterparts within area of responsibility. Incumbent balances the need to share sensitive or classified information against the need to protect information. Assists in the conduct of debriefings and interviews to obtain information of security, counterintelligence, investigatory and/or intelligence value. Incumbent demonstrates success in eliciting information in normal interview situations. Performs support work in conducting defensive counterintelligence awareness training for DHS personnel, partners and stakeholders. With supervision, incumbent develops, plans, coordinates, and evaluates counterintelligence training events specific to addressing customer's needs and requirements. With supervisory approval, she/he provides guidance and direction to supported elements. All DHS-HQ announcements have a 5 business day open period due to the number of applications received. Education
GS-12 level: Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, or comparable experience in the private sector, performing duties such as: Conducts defensive counterintelligence awareness training for DHS personnel, partners and stakeholders. With minimal supervision, incumbent develops, plans, coordinates, and evaluates counterintelligence training events specific to addressing customer's needs and requirements. With supervisory approval, she/he provides guidance and direction to supported elements Analyzes potential threats and vulnerabilities and conducts assessments in a counterintelligence context to protect against FIE activities. With supervision, incumbent develops and recommend appropriate mitigation strategies to improve the CI posture of supported elements. Conducts CI debriefs for personnel returning from foreign travel or with foreign contact, and other requests by supported elements. Understands how FIE or Insider Threats use the cyber environment to advance their goals, objectives and priorities targeting the Department. Utilizes approved investigative actions to discover the facts for the purposes of referring the activity to the proper authority, absolving the Subject of suspicion and/or providing the facts to the proper authority for further investigation and possible prosecution. Substitution of education in lieu of specialized experience may not be used for this grade level. GS-13 level: Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, or comparable experience in the private sector, performing duties such as: In-depth ability to effectively communicate and coordinate with and advise management officials, program managers and specialists, contractor personnel, and representatives of other agencies; to reconcile differing or conflicting viewpoints; to organize information and present statements of position; and, to write succinctly and clearly. Understands and applies knowledge of collection strategies, management processes, systems and tools. Incumbent effectively employs CI/HUMINT collection strategies and processes to inform the USIC of potential CI threats to the DHS and USG. Maintains a thorough understanding of DHSs responsibility and appropriate roles within the Intelligence Community, in order to build interagency cooperation and facilitate the coordination of resources. Coordinates with Federal, state, and municipal civilian law enforcement counterparts for intelligence fusion and situational awareness of terrorist groups and FIS activities for both general awareness and for potential DHS jurisdiction. Ability to communicate moderately complex ideas both written and verbally in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. Strong customer service and interpersonal skills in order to maintain effective working relationships with both internal and external customers. Advanced knowledge of DHS I&A homeland security intelligence mission and the role of both raw and finished intelligence reporting in the relationship between DHS, State/Local governments and the Intelligence Community.
