Summary

This position is located in the Department of Homeland Security (DHS), Office of the Under Secretary for Intelligence and Analysis (I&A). The primary purpose of this position oversees the Counterintelligence Program Division in conducting counterintelligence activities to identify, deceive, exploit, disrupt, or protect against espionage against other intelligence activities. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Intelligence Operations Specialist (Deputy Director), GS-0132-15, your typical work assignments may include: As Deputy Director, assists the Director in strategic management of the Program by developing, implementing and managing the full range of Program activities. Represents I&A senior leadership and the division or mission center at meetings, interagency and intergovernmental teleconferences, secure video teleconferences, working groups and committees, and during times of crisis requiring 24/7 leadership coverage. Plans, organizes, and directs the activities of a Mission Center, ensuring the Mission Center development, refinement, validation, and articulation of strategy, policy and programs, resource management, budget, execution, and programming activities comply with legal and regulatory requirements and meets customer needs and IC standards. Develops goals and objectives integrating organizational and Mission Center objectives. Engages and directs engagements with a wide range of external Mission Center customers and stakeholders and builds relationships to enable the accomplishment of Mission Center objectives and goals. Researches, interprets, analyzes and applies various guidelines, policies, regulations, etc. Establishes policies and procedures for accomplishment of Mission Center analysis and production. Plans and schedules work in a manner promoting a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of Mission Center and administrative issues. Structures assignments to create effective and economical positions. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Addresses subordinates' concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace. Represent the Director in their absence by assisting the Director in evaluating, coordinating, and executing division or mission center actions associated with budgetary planning and developing recommendations for senior I&A leadership, to include supporting and participating in briefings to the Department, OMB and Congressional committees; development and publication of policy, plans, and procedures relevant to the division or mission center and its Departmental mission; ensuring activities are consistent with I&A and DHS guidelines, authorities, and policies; this may include analyzing Presidential Directives, Executive Orders, public law, and current and proposed policies and regulations affecting division or mission center intelligence operations and advising senior leaders on recommended positions and/or responses, identifying conflicts between proposed directives, policies, and regulations and the capabilities of the U.S. government and recommends solutions; overseeing day-to-day functions of the division or mission center, managing and directing most personnel and administrative functions, to include personnel actions; oversees the day-to-day functions of subordinate mission center programs as applicable; manages mission center/directorate Table of Organization, manning resources, position descriptions, and performance plan execution, ensuring that individual goals align with organization priorities; and appraises the mission manager and, as appropriate, I&A and DHS leaders on activities, achievements, and challenges within the mission center; consistently conveys information from meetings to all team members.
