Summary

The Smithsonian Institution is the world's largest museum, education, and research complex, with 21 museums and the National Zoo. This position is located in the National Air and Space Museums (NASM), Preservation Restoration Unit. NASM collects, preserves, studies, and exhibits artifacts, archival materials and works of art related to the history, culture and science of aviation and spaceflight and the study of the universe.

Duties

The Supervisory Museum Specialist is responsible for supervising and directing restoration and preservation efforts on behalf of the NASM/Research Collections and Curatorial Affairs. In this position, you will: Apply technical understanding of aircraft and spacecraft preservation; and determines appropriate restoration techniques for treating wood, fabric, metal, and all types of modern materials. Routinely schedules training or communicates safety procedures updates to subordinates and routinely monitors work activities ensuring compliance. Develop work schedules and assigns tasks based on an approved project schedule, taking into account the individual and team skills of the staff. Reviews work in progress to ensure that assigned deadlines are met or adjusted and that completed work meets stated objectives of accuracy and timeliness. Perform all the major aspects of a supervisor which include interviewing and selecting candidates for positions; training and assigning work; conducting performance evaluations; recommended promotions, reassignments and other personnel actions; reviews the completeness and thoroughness of work assignments; counsels employees on problems related to work responsibilities; adjudicates complaints where applicable and necessary; and responds to technical inquiries from subordinates to facilitate the completion of work. Resolve operational problems as encountered, with the consultation of other supervisory staff and senior managers, as appropriate and adjusts schedules to accommodate complex unplanned and emergency projects. Consult frequently with curatorial staff to ensure that shifts in deadlines and technical needs are considered.

Qualifications and evaluation

Applicants for this position may be evaluated in multiple stages. The first stage is an evaluation of your responses to the online multiple-choice questions that assess your experience, education, and/or training for the job related competencies below: Knowledge of collections management practices to include the handling, movement, preservation, and restoration of artifacts of varying sizes and compositions such as large aeronautical and space objects or small avionics components or flight materials. Skill to operate and ability to train and supervise others in the safe and effective operation of: powered material handling equipment, such as forklifts, aerial work platforms, scissor lifts; as well as hand and power tools. Ability to train subordinates in preservation and restoration tasks to include identifying skill gaps, and applying appropriate training techniques such as demonstrations, group classroom, or personalized hands-on instruction. Knowledge of Federal personnel management practices in order to hire, evaluate, award and discipline employees to include regulations regarding time reporting, leave administration and records. Ability to analyze, organize and assign complex work for multiple project teams to ensure efficient completion of multiple projects within available schedule and resources. Skill in oral communication to provide direction to teams, resolve conflicts, participate in cross departmental meetings and deliver presentations or training. Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria: Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above. Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above. Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree. This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
