TSA SPP Transition Manager

About the Role

Culmen International is seeking experienced TSA SPP Transition Managers for future Screening Partnership Program Task Orders at airports across the United States. 

The Transition Manager will lead the planning and execution required to transition airport passenger and baggage screening operations from an incumbent provider or TSA to Culmen while maintaining uninterrupted security operations. This role will coordinate incumbent capture, recruiting, vetting, training, badging, onboarding, facilities, equipment, uniforms, scheduling, and operational-readiness activities leading to Day 1 performance. 

What You’ll Do in Your New Role

• Develop and execute airport-specific SPP transition plans and readiness milestones.  

• Coordinate closely with TSA, airport authorities, incumbent personnel, recruiting, HR, security, training, operations, and Culmen corporate functions.  

• Lead incumbent workforce outreach and retention activities.  

• Manage recruiting and onboarding of new personnel while accounting for TSA vetting and background-investigation timelines.  

• Coordinate airport badging, credentialing, uniforms, training, equipment, facilities, systems access, and employee orientation.  

• Integrate classroom training, certification, and OJT schedules with staffing requirements.  

• Maintain transition risk, action-item, staffing, and readiness trackers and escalate issues requiring leadership intervention.  

• Develop contingency and surge plans to protect staffing and security effectiveness.  

• Validate operational readiness before assumption of screening responsibilities.  

• Support post-transition stabilization and handoff to the permanent Task Order management team.  

Required Qualifications

• Demonstrated experience managing complex workforce, contract, airport, security, or Federal program transitions.  

• Experience coordinating recruiting, onboarding, training, credentialing, logistics, and operational-readiness activities.  

• Strong project-management, scheduling, risk-management, and stakeholder-coordination skills.  

• Ability to manage multiple interdependent workstreams against fixed operational deadlines.  

• U.S. Citizen or U.S. National and ability to satisfy applicable TSA suitability and access requirements.  

• Ability to travel extensively within CONUS during transition periods.  

Desired Qualifications

• Previous TSA SPP transition experience.  

• TSA passenger or baggage screening experience.  

• Experience transitioning large hourly/shift-based workforces.  

• PMP or similar project-management certification.  

• Experience with airport SIDA badging and Federal personnel-vetting processes.
