TSA SPP Task Order Project Manager

About the Role

Culmen International is building a talent pipeline of experienced TSA Screening Partnership Program (SPP) Task Order Project Managers to support anticipated passenger and baggage screening operations at commercial airports across the United States. 

The Project Manager will serve as Culmen's senior representative for an assigned SPP airport operation and primary point of contact for coordination with TSA Federal Security Director (FSD) staff. The role is responsible for the overall execution, performance, compliance, workforce management, and continuous improvement of airport screening operations.  

What You’ll Do in Your New Role

• Lead overall execution of TSA passenger and checked-baggage screening operations at an assigned airport.  

• Serve as Culmen's primary management interface with the TSA FSD, Contracting Officer's Representative, airport stakeholders, and Culmen corporate leadership.  

• Lead and oversee screening operations, workforce scheduling, staffing, training, quality control, performance management, and contract compliance.  

• Ensure screening operations comply with applicable TSA SOPs, Security Directives, Management Directives, contractual requirements, and performance standards.  

• Manage operational performance metrics, identify trends and vulnerabilities, and implement corrective and continuous-improvement actions.  

• Maintain adequate staffing and supervisory coverage while managing seasonal demand, irregular operations, absenteeism, and surge requirements.  

• Promote a strong culture of security effectiveness, accountability, employee development, passenger throughput, and professional customer service.  

• Lead operational risk identification and mitigation and support TSA performance-management reviews.  

• Oversee subordinate operational and training leadership and ensure clear accountability across the airport organization.  

Required Qualifications

• Significant progressive management experience in aviation security, airport operations, transportation security, or comparable regulated security operations.  

• Demonstrated experience managing large, shift-based operational workforces.  

• Experience working with TSA, DHS, another Federal agency, or in a highly regulated aviation environment.  

• Strong knowledge of workforce scheduling, operational performance management, quality control, and compliance.  

• Demonstrated ability to manage multiple stakeholders in a mission-critical operating environment.  

• Excellent leadership, written communication, analytical, and decision-making skills.  

• U.S. Citizen or U.S. National and ability to satisfy applicable TSA background, suitability, and access requirements.  

• Ability to work onsite at the assigned CONUS airport and support operations outside normal business hours as required.  

Desired Qualifications

• Prior TSA SPP or Federal passenger/baggage screening experience.  

• Prior experience as a senior TSA screening manager, SPP Project Manager, Assistant Federal Security Director, Transportation Security Manager, or comparable aviation-security leader.  

• Bachelor's degree.  

• PMP or comparable project/program management certification.  

• Experience managing TSA performance metrics, screening workforce optimization, training, or quality-control programs.
