Summary

This position is located in the Management Support Unit, Directorate of Overseas Citizens Services (OCS), Bureau of Consular Affairs (CA), U.S. Department of State. The broad mission of OCS is to develop policies, procedures, and programs that provide guidance and direction to Foreign Service posts on the provision of emergency and non-emergency services to U.S. citizens abroad. Monitors critical global issues and developments having a potential impact on U.S. foreign policy.

Duties

Serves as a technical authority on analytical, statistical, and programming techniques necessary to collect, organize, analyze, and interpret unique and highly specialized data sets for decision-making in the Department. Participates in discovery processes with business owner teams and stakeholders to identify requirements, expected outcomes for new or existing initiatives, and the measurements of success. Identifies internal and external data sources, leverages new data collection processes and performs all phases of the systems development life cycle required in the design, development, and implementation of features enabling data access. Uses advanced analytical techniques to develop computational algorithms and statistical methods that find patterns and relationships in large volumes of data and from those patterns develops findings, inferences, conclusions and recommendations. Leads and delivers data science projects that address key OCS business needs, achieving measurable business impact through project outcomes. Ensures stakeholder satisfaction with project outcomes and communication.

Qualifications and evaluation

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. A resume review by subject matter experts will be conducted for the top qualified candidates based on the combined total score. Resumes longer than two pages will be deemed ineligible and will not be considered further. Responses to questions that are not fully supported by your resume may result in a rating adjustment. You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics): Non-Supervisory: Oral Communication, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management. Set aside at least 2 hours to take the external assessments; however, most applicants complete the assessments in less time. There are timed sections that must be completed within the allotted timeframe. Your score from the external assessment (i.e., Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments. Top applicants may be referred to the hiring manager for further consideration. The assessment is a measure of the degree in which your background matches the competencies and KSAs required for this position. Ability to perform management and program analyses. Other Qualification Documentation (e.g., transcripts, certificates, certifications, etc.), if applicable. 3. Performance appraisal, if applicable. Most recent (i.e., usually within the last 18 months) final (not a mid-year review) official (i.e., signed by the rating official and in original format) annual performance appraisal must be submitted by reinstatement eligible applicants applying to a position with a higher grade or more promotion potential than previously held and current or former Land Management employees.
