Summary

As a General Attorney, you will serve as an Attorney-Advisor in the Office of the General Counsel. Location of position: Personal Property Division (LP) 1800 F ST NW Washington DC LP provides legal counsel and support regarding issues related to acquisition of personal property and nonpersonal services (contracting operations and acquisition policy), property management/disposal, small business programs, travel/relocation, suspension/debarment, and agency readiness/recovery.

Duties

We are currently filling one vacancy, but additional vacancies may be filled as needed. Provide legal counsel on Federal Government contracts, including transactional matters, contract claims and disputes, as well as a variety of Government contract related subjects such as acquisition policy, information technology and professional services, and litigating bid protests and contract appeals. Provide counsel on contract formation, administration, and termination for various acquisitions and performs legal research, conducts analyses, and prepares legal opinions on novel and complex legal issues. Provide legal advice on a full range of non-acquisition GSA programs including travel and transportation, motor vehicle/fleet management, small business matters, emergency management, personal property management and disposal, suspension and debarment, and other policy-related matters. Advise GSA officials on laws, regulations, proposed legislation, Comptroller General decisions, Civilian Board of Contract Appeals decisions, and opinions of the Office of the General Counsel of such significance that they involve nationwide impact and/or large sums of money. Review and comment on regulations, policies, procedures, orders, and other agency issuances or rulemaking actions, especially those that impact the Federal Acquisition Service. Represent the agency before the Government Accountability Office (GAO) or Agency Protest Official for protests challenging procurements for which the attorney is assigned counsel. Prepare or present the agency position in appeals before the U.S. Civilian Board of Contract Appeals (CBCA), including pleadings, discovery, and recommendations for settlement when appropriate. Provide litigation support to the Department of Justice in representing the Government in Federal court, such as protests before the U.S. Court of Federal Claims.

Requirements

If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve up to a two year trial period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

Qualifications and evaluation

Candidates' resumes will be used to evaluate their professional legal experience after being admitted to the bar. However, the resume does not constitute the sole source of how you will be evaluated. The candidates' experience will also be assessed during an interview (if applicable), with particular emphasis on the candidate's comprehension of the requirements pertinent to the specific area. While possession of the competencies, knowledge, skills, and abilities listed below is preferred, it is not required: Knowledge of acquisition statutes and regulations, including but not limited to the Federal Property and Administrative Service Act of 1949 (as amended), the Competition in Contracting Act, the Office of Federal Procurement Policy Act (OFPP Act), the Federal Acquisition Regulation. Skill in written communication using legal research and analysis techniques to draft legal opinions Ability to analyze facts, apply legal principles, and provide advice/opinions on Executive Orders, regulations, strategies, initiatives, and institutional practices. Knowledge of Federal procurement law including government contracting, statutes, regulations, policies and rulemaking procedures as well as procurement case law from the U.S. Court of Appeals for the Federal Circuit, U.S. Court of Federal Claims, the Civilian Board of Contract Appeals and the Government Accountability Office. Skill in oral communication as an authorized legal representative in both litigation and negotiation. You may preview questions for this vacancy.
