Summary

The Office of Human Resources supports the Department's mission of administering justice by developing and implementing policy and programs, providing guidance, and leading efforts to attract, develop, and retain high performing employees. As a Human Resources Specialist, you will be responsible for developmental and progressively assignments involving Human Resources accountability, employee and leadership development, workforce analysis, organizational effectiveness, and process improvement.

Duties

The duties and responsibilities for a GS-11/12 Human Resources Specialist (Accountability & Development) generally include, but are not limited to, the following: GS-11: Assists in conducting reviews of Human Resources programs and activities to evaluate compliance with applicable laws, regulations, policies, and procedures. Reviews personnel actions, staffing files, awards actions, performance management documentation, and other Human Resources records for completeness and accuracy. Maintains documentation supporting accountability reviews and corrective actions. Assists in identifying trends, issues, and opportunities for process improvement. Supports projects involving workforce trends, organizational performance, employee engagement, and process improvement. Collects and analyzes data related to Human Resources program performance. Assists in coordinating orientation programs, mentoring initiatives, leadership development activities, and employee training opportunities. GS-12: Supports the development and delivery of training and developmental programs for Human Resources professionals, supervisors, managers, and employees throughout the Division. Assists in developing and maintaining standardized staffing processes, operating procedures, workflows, desk guides, and quality control measures supporting recruitment, classification, pay administration, performance management, and other Human Resources functions. Develops reports, recommendations, and corrective action plans designed to strengthen compliance, accountability, and service delivery. Conducts audits and quality assurance reviews of staffing case files, personnel actions, delegated examining activities, performance management programs, incentive actions, awards, and related Human Resources programs. Assists in developing training curricula, competency models, learning materials, and developmental resources covering Human Resources policies, procedures, and best practices. Conducts studies and analyses involving workforce trends, organizational performance, employee engagement, succession planning, and workforce capability. Coordinates classroom training, virtual learning activities, mentoring programs, structured on-the-job training, and other developmental opportunities. Assists in developing orientation programs, professional development curricula, leadership training, mentoring initiatives, and career development resources for attorneys, paralegals, supervisors, and other Division employees.

Qualifications and evaluation
