Summary

This position is located in the Office of Inspector General, Office of Mission Support, Human Resources Directorate. The Office of Inspector General is an independent office within EPA that helps the agency protect the environment in a more efficient and cost-effective manner. We consist of auditors, program analysts, investigators, and others with extensive expertise. Although we are a part of EPA, Congress provides us with our funding separate from the agency, to ensure our independence.

Duties

As a SENIOR HR SPECIALIST (Executive Resources/ Strategic Programs) GS-0201-14 your typical work assignments may include the following under supervision: - Leading and administering executive resources programs covering Senior Executive Service, Senior Level, and Scientific or Professional positions, including staffing, performance, pay, awards, and lifecycle actions. - Advising senior leadership on executive staffing, talent management, performance, organizational restructuring, succession planning, and workforce priorities. - Developing and implementing executive resources and strategic HR policies, procedures, and guidance consistent with federal laws, OPM requirements, and agency policy. - Managing executive recruitment and staffing processes, including candidate evaluation, qualification review submissions, onboarding, appointments, reassignments, details, pay actions, and separations. - Leading strategic workforce planning and workforce analysis to identify skill gaps, develop workforce strategies, and support mission priorities and workforce modernization. - Coordinating enterprise HR initiatives, special projects, task forces, and cross-functional efforts involving talent management, leadership development, and organizational change. - Preparing executive briefings, decision papers, reports, and strategic recommendations and representing the organization with senior leaders, stakeholders, and oversight entities.

Requirements

Must be a U.S. Citizen or National This is a Public Trust Position. Employment in this position requires a background investigation. If you are selected and cannot obtain a favorable security determination within a reasonable period of time due to disclosed or undisclosed background issues, the tentative employment offer may be withdrawn. Upon appointment, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually. Depending on your status, this position may require serving a 1-year probationary period.

You will be evaluated based on how well you meet the qualifications listed in this vacancy announcement.
