Duties
Utilize a wide range of human resources practices, regulations, and precedents to assist in providing human resources advisory and technical services on organizational functions and work practices. Serves as the first point of contact for employees and supervisors seeking information on routine, non-precedent-setting labor management and employee relations (LMER) rules, procedures, and rights. Assist senior specialists by gathering, organizing, and analyzing documentation, evidence, and timelines for basic employee relations cases (e.g., performance issues, attendance problems, and minor misconduct). Conduct a wide range of negotiation procedures and techniques, advocacy, mediation, interest-based bargaining, and other problem-solving approaches to resolve problems. Receives, logs, and performs initial administrative reviews of formal and informal grievances, unfair labor practice (ULP) charges, and labor relations requests.

This position is being filled under the Direct Hire Authority for Post-Secondary Students and Recent Graduates. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. This is a Civilian Human Resources Career Field position.
