THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPECIALIST, Position Description Number PDT5931000 and PDT5932000 and is part of the WY Human Resources Office, Wyoming National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)". This is a Title 5 Excepted Service position. Military affiliation is not required.
Duties
This position is in the Wyoming National Guard's Human Resources Office (HRO), and the purpose is to perform work in two HR Specialties with no less than 25% each. This position services both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state. The specialist performs the full range of tasks and provides advisory services for assigned HR functions. Work involves complex servicing issues, requiring in-depth analysis of facts and circumstances specific to the assignment. Must be able to integrate and adapt complex, technical personnel policies, regulations, and procedures to the individual situation. Must often explain or defend decisions and recommendations based on technical nuances that are susceptible to various interpretations. Work consists of resolving different and unrelated problems that affect mission-oriented programs. Coordinates recommendations for the resolution of new and unusual circumstances with the supervisor prior to implementation. Executes the State's training and development program providing the full range of human resource development (HRD) options for the workforce. Provides HRD management advisory services to all levels of leadership within the organization, including designing, developing, and evaluating major portions of the organization's HRD program. Provides direct guidance to managers and supervisors on employee development. ** This is NOT an all-inclusive list of duties. **
Requirements
EMPLOYMENT CONDITIONS: U.S. Citizenship Required. Must obtain and maintain a SECRET security clearance. This position is subject to provisions of the DoD Priority Placement Program. Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Federal employment suitability as determined by a background investigation. Veterans' Preference applies (if applicable) to this advertisement. May be required to successfully complete a two-year trial period. Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval. PCS costs are not authorized. Must be willing to relocate at own expense if selected. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate clearance designated at the State using the Position Designation Tool. 2. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 3. May occasionally be required to work other than normal duty hours; over/comp time may be required. 4. May require travel in military and/or commercial aircraft to perform temporary duty assignments. 5. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. 6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
