Duties
**Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. This authority authorizes the appointment of Excepted Service T5 NG Employees and T32 Technicians without the requirement to utilize competitive procedures. Veteran's Preference DO NOT APPLY for this announcement.** SUMMARY OF DUTIES: Incumbent serves as an agent of the United States Property and Fiscal Officer on accounting, financial, and managerial issues that require examination by a financial professional. Performs quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Position is located in the United States Property and Fiscal Office (USPFO). Incumbent reports to the Internal Review Division Chief, but may receive guidance and directions from a higher graded IR Supervisor or IR Accountant Auditor if assigned. Utilizing professional accounting and auditing knowledge, provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems. Reviews automated accounting and financial systems and identifies the need for changes to enhance system capability to track and report financial reports and operational data used by local management. Performs a variety of internal review assignments of medium complexity that require ingenuity in applying conventional and advanced techniques in gathering and evaluating pertinent data. In direct coordination with responsible management officials, evaluates the validity of findings and recommendations identified by external audit agencies. Performs other duties as assigned. Qualifications and evaluation

Education
Basic Requirements or Combination of Education and Experience: A. Degree: Accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. or B. Combination of education and experience: At least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Financial Management Certification Requirements: 1. The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position. 2. Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. 3. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension. 4. The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs. 5. The financial management certification requirements may vary for positions dependent on the complexity and responsibility of the positions' financial management supervisory and non-supervisory business programs. 6. Financial management certification requirements are in the conditions of employment and notes in the position description. 7. Supervisors of financial management coded positions coordinate with the component administrator and component certification authority to determine financial management certification requirements of employees occupying financial management coded positions. CONDITIONS OF EMPLOYMENT & NOTES: 1. THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. 2. Must be able to obtain and maintain the appropriate security clearance of the position. 3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 4. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
