Summary

Duties
Leads in the supervision, administration, and control of Section operations. Directs and supervises the Section in support of the Division`s examination and supervision activities. Establishes strategic plans and oversees the road map for examination systems and tools. Collaborates with partners in the Chief Information Officer Organization (CIOO), Division of Information Technology (DIT), Risk Management Supervision (RMS), and others to maintain effective systems, tools, and reporting capabilities. Evaluates current and emerging technology opportunities to facilitate the objectives of the Compliance and Community Reinvestment Act (CRA) Examination Branch. Communicates with Branch, regional, and field staff to identify future opportunities and existing technology pain points. Leads or directs the development of solutions to business lines and administrative operations. Leverages information and feedback to evaluate priorities and strategic plans. Represents the Division in FDIC-only and interagency activities discussing examination systems and tools. Assists in maintaining relationships and communications with other Federal agencies, state regulatory agencies, and other Divisions within the FDIC. Independently prepares and/or reviews written recommendations and plans for new systems and tools. Coordinates annual and mid-year budget requests with CIOO and DIT to fund new and existing systems and tools. Reviews and provides input to others related to technologies, data management, and common capabilities. Identifies needs for new and modified reports to inform management and staff on applicable activities and trends. Deliver or make reports available that are user friendly and contain valued data. Leverage the use of visualizations in appropriate reports. Participates in the training of other personnel in both formal and informal settings. Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/ disapproves requests for leave, telework, travel, training, etc.

Maintains an understanding of the banking business, including innovation and nascent risks. Knowledge of the Division's supervisory mission, objectives and strategies to operate effectively within them, including the coordination of compliance and supervisory operations. Knowledge of project management processes, methods, and techniques, and skill in applying them to all phases of project management. Knowledge of information technology business analysis principles, practices, and methods and the ability to apply this knowledge to DCP compliance and Community Reinvestment Act (CRA) programs, or similar such programs. Knowledge of the Corporation's annual planning and budgeting processes and of planning and performance measurement techniques. Skill in developing reasonable performance targets and indicators. This position is a Corporate Manager, CM-00, which is equivalent to above the CG/GS-15. This is a recommended minimum Step 9 position. The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 17.06% to a high of 51.75%. FDIC Corporate Managers (CM) are in the Federal competitive service and not in the Senior Executive Service (SES). Financial Institution Examiners must maintain the highest personal ethical standards as provided in Part 336 of the FDIC's Rules and Regulations, (Employee Responsibilities and Conduct). Financial Institution Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks. All Financial Institution Examiners are prohibited from the following: 1. Obtaining a loan or a line of credit from any insured state nonmember bank or its subsidiaries. Participating in any examination, or other matter, involving an insured depository institution or any person with whom the Examiner has an outstanding loan or line of credit. 3. Performing any service for compensation with any bank, or for any officer, director, or employee thereof, or for any person connected therewith. 4. Disclosing any confidential information from a bank examination report except as authorized by law. 5. Soliciting or accepting any gift from a prohibited source or because of the Examiner's official position.
