About the Role
Would you like to put your Engineering and Project Management skills to the test? Are you ready to work on Tunnels, Bridges and Terminals (TB&T) Projects that help the traveling public get to their destination? Are you ready to lead meetings to discuss scope, schedule, risks, and project budgets? Join the Engineering Project Delivery Division of the Engineering Department as an Engineer of Projects (EOP).
Reporting to the Senior EOP, the Engineer of Projects, will be the main liaison between Engineering Teams and Tunnels, Bridges and Terminals Project Management partners and is responsible for managing all committed Engineering deliverables and services for an assigned project portfolio.
Responsibilities
· Serve as the main Engineering Department point of contact with TB&T Department partners in project delivery.
· Responsible for the performance of engineering teams inclusive of design, construction, quality assurance, surveys and cost estimating teams, regarding project scope, budget and schedule.
· Lead, develop and motivate staff (as assigned), ensuring that the highest level of staff capabilities align with the best industry engineering and project management practices.
· Report to Senior EOP, Engineering Program Executive on project performance regarding compliance with schedule milestones and budget.
· Lead the project team to troubleshoot project issues, develop corrective action plans, implement new initiatives and fast-track projects.
· Collaborate with TB&T Department partners to evaluate and advance the most efficient project delivery mechanism, i.e. Design Bid Build, Design Build, CMAR, etc.
· Coordinate with TB&T Department partners on the development of quality Project Management Plans and scopes, establishment of engineering budgets and schedule forecasts for Capital Plan projects.
· Ensure prompt and effective oral and written communication among engineering teams, key Line Department stakeholders and Engineering senior staff during all project phases. This includes well- documented meeting minutes, baseline scopes, project changes and all formal communications including presentations to Engineering Senior staff.
Minimum Qualifications
· A minimum of seven (7) years’ experience in progressively more responsible positions in the development and delivery of A/E projects, transportation infrastructure and technology projects.
· Bachelor’s Degree in Engineering or Architecture from an accredited college or university.
· Demonstrated experience managing diverse work groups of technical/project management professionals, and influencing project teams and stakeholders
· Possess superior interpersonal, leadership, negotiation, problem solving, conflict resolution and decision-making skills.
Desired Qualifications
· Registered Professional Engineer or Architect in the State of New York or New Jersey.
· A Project Management Professional (PMP) Certification or demonstrated knowledge of project management and control principles, methods and tools for developing, scheduling, coordinating, estimating, risk management, managing resources, and monitoring work.
· Thorough knowledge of technical delivery process including structural/asset integrity assessments, design and construction, procurement, estimating, project budgeting, scheduling and permitting
· Substantive knowledge and understanding of the Agency’s Capital and Operating Authorization and project management processes, policies and procedures.
· Demonstrated experience in guiding, developing, and overseeing employees to achieve organizational goals including setting clear performance expectations, providing regular coaching and feedback, conducting performance reviews, and fostering employee engagement. .

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $ 119,678 Midpoint: $ 155,582 Maximum: $ 191,490
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
