Duties
The Assistant Chief of the Collections Management Division is considered an expert in coordinating the planning, development and implementation of a program to effectively track collections items from the time they enter the Library to the time they are removed from the collections, including processing, circulation both inside and outside the Library, and custodial and storage location. This position is located in the Collections Management Division, Preservation Directorate, Discovery and Preservation Services. As the Assistant Chief, you will: Perform the administrative and human resource management functions relative to the staff supervised. Establish guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observe workers' performance; demonstrates and conducts work performance critiques. Provide informal feedback and periodically evaluates employee performance. Resolve informal complaints and grievances. Develop work improvement plans, recommending personnel actions as necessary. Provide advice and counsel to workers related to work and administrative matters. Effect disciplinary measures as appropriate to the authority delegated in this area. Review and approve or disapprove leave requests. Assure that subordinates are trained and fully comply with the provisions of the safety regulations. Serve as a primary advisor on various programs and events, develop authoritative new approaches, methods or standards to resolve critical or highly unusual reference information problems. Advise and counsel appropriate management staff and officials within the agency on matters related to the management of the collections including issues of access, security, inventory control, space, retrieval and organization. Advise on the appropriate methods and techniques to use in order to achieve program goals and objectives. With the Chief, formulate and administer policies affecting the mission of the agency in the areas of access to the collections, provision of collections service to the Library's various constituents including Members of Congress and their staffs; government agencies; other libraries through Interlibrary loan; researchers; and the general public. Coordinate activities related to collection development across all functional areas of the Library. Develop, evaluate and implement policy for agency-wide programs. Explore and plans long-range development plans, as well as short-term strategies. Serve as an expert in the organization, development, and implementation of multiple projects. Serve as a project leader, team leader, or chairperson for working groups, task forces, committees, etc., which have been assigned responsibility for specific programs related to the inventory, security, access, and circulation of collections Library-wide. Coordinate the details involved in special projects of lasting importance. Organize and develop projects utilizing critical judgment to determine scope, emphasis, approach, appropriate techniques, and manner of presentation. Develop technical standards or protocols applicable to a library function. Participate in planning the work of the division, including formulating goals and objectives and identifying opportunities for improvements in methods and procedures. Share with the Chief the responsibility, as well as delegated authority, for the oversight and administration of an entire department or a highly complex program within the department or agency. Be primarily responsible for the direction and management of inventory management, access, and security of the Library's collections. Serve as an expert evaluating current and proposed programs and operations and recommends action to Initiate, modify, or discontinue projects as appropriate. Establish and maintain effective working relationships with various high-level individuals, including Members of Congress and their staff, other legislative and executive agencies, world-class scholars, and managers of other libraries and information providers. Establish and maintain close and cooperative working relationships with other agency or department management and officials. Serve as a principal liaison for the organization at professional conferences, seminars, and exhibits. The position description number for this position is 012710. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a Flexitime work schedule. This is a supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
