Duties
This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard. MILITARY REQUIREMENTS: You must meet the minimum military rank as specified in this announcement. Please note that exceeding the maximum rank does not automatically qualify you for consideration. Compatible military grade and assignment required prior to the effective date of placement. The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Minimum Military Rank: CW2/ W-2 Maximum Military Rank: CPT/ O-3 Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment. This position is located in the United States Property and Fiscal Office (USPFO). The primary purpose of this position is to direct the development, coordination, and implementation of procedural changes; to direct the performance of management/program analysis for the logistic activities under the jurisdiction of the USPFO; and to direct acquisition, accountability, incoming, outgoing and formal transfer of logistic asset for the USPFO in support of the Federal and state mission. Position is responsible for the management, direction, and supervision of employees. Duties: The incumbent provides technical and administrative supervision to subordinate personnel. Incumbent establishes priorities based on attainment of goals, objectives and work to be accomplished. Assigns work to achieve maximum economy, effectiveness, skill utilization, and employee motivation. Makes assignments based on priorities and the difficulty and requirements of the assignment. Interviews candidates for positions in the flight; recommends appointment, promotion, or reassignment of subordinate personnel. Monitors and evaluates employee performance. Establishes, develops and maintains effective working relationships with other flights, supported organizations, and higher headquarters. Advises the Supply Management Officer and USPFO on available resources of personnel, equipment and funds to maintain maximum mission effectiveness. Monitors and reviews the monthly inventory document for excessive gains/losses and initiates appropriate action as required. Ensures coordination with the other state USPFO, USPFO branches and state activities and units for material support for projects, operations, or programs including works such as: equipment fielding, commercial non-standard equipment authorizations and distribution. Reviews and validates all state activity/ unit requests for procurement of logistic supplies and services against current and future authorizations, non-standard requests and fiscal law.
