This job requires an understanding of security and law enforcement principles to ensure the delivery of security services to stakeholders.
Duties
Security Liaison Specialist Security and Law Enforcement Operations Division Salary: $84,271-$90,661 This is a non-supervisory position. Job Summary: The incumbent serves as a liaison between the SAA, Congressional offices, the USCP, and other stakeholders to administer security programs. The incumbent processes requests for facility access, as well as law enforcement support requests. The incumbent serves as the SAA representative to the USCP Command Center and Protective Intelligence Operations Center. This job requires an understanding of security and law enforcement principles to ensure the delivery of security services to stakeholders. Duties: Typical duties include, but are not necessarily limited to: Serves as a primary liaison between the SAA, USCP, law enforcement agencies, and security vendors for Travel, Mobile Duress, and LECOR programs. Processes requests for Members of Congress and coordinates ongoing security program operations. Processes loading dock, barricade, and related access requests. Facilitates security coordination for Congressionally hosted and sponsored events, including educational displays, concerts, and other Member or committee hosted events. Processes Congressional Delegation access requests. Assists Security Liaison Manager with Congressional Hearing requests. Represents the SAA in interagency command and operations centers to facilitate timely exchange of security-related information. Coordinates law enforcement coverage for Congressional events and monitors for potential disruptions or security concerns. Acts as an advocate for Member offices to ensure the efficient delivery and communication of security services. Builds and sustains strong working relationships with Congressional staff and law enforcement partners. Maintains situational awareness for all Member security programs and threat mitigation efforts. Utilizes technology platforms such as geospatial software and specialized databases to track the implementation and effectiveness of security programs. Supports the Security Liaison Manager in executing strategic initiatives. Provides timely updates to SAA leadership. Provide support during off duty hours. The incumbent may be required to return to the assigned duty station or work remotely to provide support to the House, its personnel and/or facilities, particularly during crisis periods, or to address requirements for assessing received threats and implementing required security procedures to prevent or mitigate any resulting consequences. In addition to listed duties, when assigned to the USCP Watch Commander’s Office: Serves as the SAA liaison on USCP Command Center operations and interagency coordination. Monitors real-time USCP police activity and communications; collects supplementary data and disseminates updates to senior SAA staff. Assists in drafting and modifying SAA/USCP security messages to the House community regarding active incidents or threats. Tracks House Leadership movements and keeps SAA leadership informed. Monitors arrests, demonstrations, and security incidents across the U.S. Capitol campus, the D.C. metropolitan area, and Congressional districts. Reviews and distributes significant content from USCP Morning Report and other distributed documents. Evaluates and enhances notification and reporting protocols as needed. Maintains accurate documentation of Command Center bridge protocols and updates SAA personnel on changes. Reports concerning public activity or threat intelligence to senior SAA staff for operational adjustment and awareness. When assigned to the USCP PIOC: Maintains comprehensive awareness of ongoing threats and the implementation status of all Member-facing security programs. Uses advanced technology tools, including mapping and threat tracking systems, to assess the impact and scope of security operations. Coordinates threat assessments and security-related intelligence updates in support of SAA leadership and Member security. Supports the SAA’s strategic goals by collaborating with the PIOC on information sharing and rapid response during incidents. Assists in producing updates for the SAA Daily Tracker and other internal situational awareness reports. Participates in interagency coordination, particularly during large-scale events or escalated threat periods. Reports concerning public activity or threat intelligence to senior SAA staff for operational adjustment and awareness. Performs other duties as assigned.
