Duties

Develops and administers summarization, analytic, and data management aspects of the agricultural statistics programs to provide official national and state totals, estimates, and forecasts relating to agriculture. Develops and administers analysis procedures and systems to ensure accurate survey results. Develops and administers disclosure procedures to ensure appropriate confidentiality and quality measures are met for all survey and Census programs. Implements statistical models for survey and Census programs. Administers geospatial products to use in the preparation of forecasts and estimates, including disaster analysis packages. Implements applications and products utilizing remote sensing technology. Provides direction and coordination of Agency and USDA remote sensing activities designed to meet information requirements. Collaborates with the Chair of the Agricultural Statistics Board to establish the annual program for crops, livestock, economic, demographic, and environmental statistics. Directs the preparation and finalization of specific data series of forecasts, estimates, and census totals required by the agricultural statistics program. Cooperates with the Chair of the Agricultural Statistics Board to maintain contact with industry, university, and private research organizations to keep abreast of developments in production, pricing, and marketing of commodities. Incorporates new and existing external data sources to determine appropriate level of inclusion in the National Agricultural Statistics Service estimating program.

Qualifications and evaluation

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by a review board using only the information submitted within the application package. Applicants who do not demonstrate in their resume sufficient possession of the ECQs & TQs will be determined to be ineligible for further consideration. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, you must be certified by a QRB after selection and before appointment can occur. If you meet minimum qualifications, your Application Package will be further reviewed to determine if you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) listed above. ECQs and TQs must be thoroughly addressed within your two (2) page resume. Separate narratives will not be accepted or reviewed. Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Education

Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. or Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
