Duties

Lead the U.S Tax Court's acquisition program, to include procuring supplies, equipment, services, and furnishings from government and non-government sources through new contracts, competitive bids, or existing government contracts. Serve as the point of contact for Tax Court personnel regarding acquisitions and administrative matters affecting the procurement of supplies and services. Research and evaluate vendors; prepare acquisition strategies, source selection plans, contract specifications and solicitations; ensure the availability of funds; obtain and review bids and proposals; and negotiate the terms and conditions of contracts. Negotiate with vendors for the best price or value for contracted services and purchases. Coordinate with selected vendors on supply and delivery of purchased items. Communicate, evaluate, and monitor contract performance to ensure complete with contracted obligations; assist with clarifying contract requirements and resolving any conflicts. Prepare purchase orders and enter obligations into the Court's accounting system. Maintain detailed procurement files which are subject to audit. Adhere to the Guide to Judiciary Policy and the Tax Court's internal policies, procedures, and control processes. Develop U.S. Tax Court procurement and procedures. Maintain FAC-C (Professional) or equivalent certification pursuant to the Judiciary guidelines. Serve as Purchase Credit Card coordinator and perform related duties. Coach and mentor Tax Court personnel that support procurement activities. Reports to the Deputy Clerk for Administrative Services

Qualifications and evaluation

Applicants will be evaluated based on their experience as related to the duties of this position and the Special Rating Factors listed above under Qualifications. Education

A bachelor's or master's degree in accounting, finance, business, or related field is required. Applicants must possess a FAC-C (Professional) or equivalent certification, or possess a Legacy FAC-C Certification (Levels I, II, or III), Legacy Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Certification (Levels I, II, or III) or a Department of Defense (DOD) Contracting Professional Certification, at the time of application. Copies of certifications must be submitted with the application to be considered. Four years of (1) demonstrated experience leading source selections consisting of: cost or price analysis, negotiations, and preparation of related contract documentation; (2) demonstrated experience awarding and administering a variety of contract types, including Firm Fixed Price (FFP), Time and Materials (T&M), Cost-Reimbursement, Incentive, and/or Indefinite Delivery Indefinite Quantity (IDIQ); and demonstrated knowledge of federal procurement rules.

POSITION SUMMARY: The Acquisition Manager will be the U.S. Tax Court's principal contracting officer and will work independently in leading all phases of the Court's acquisition program, to include developing procurement policy and acquisition strategies, conducting market research, source selection planning, and the awarding, managing, administering, and closing out of Court contracts. The Acquisition Manager has a significant role within the Court working directly with Court leadership and offices to support the development of contract requirements. The Acquisition Manager will also oversee the purchase card program, the activities of contracting officer representatives (COR), and the training of personnel fulfilling purchase card and COR responsibilities.
