Duties

As a Supervisory Facility Operations Specialist, you will perform the following duties: Operate and maintain facility systems including electrical, mechanical and utility systems. Responsible for lifecycle maintenance plans including immediate schedules and long-term planning. Meet mission operating requirements and improve facility availability and mission readiness of repair projects, maintenance requirements, service contracts, and construction projects ensuring safe and reliable operations. Provide project management and technical expertise to support facility infrastructure development, risk management plans and mitigation strategies. Execute procurement milestones and cost estimates according to the Southwest Fisheries Science Center's (SWFSC) budget. Serve as a manager executing contracts and overseeing contractors performing repairs, installation or construction. Develop and negotiate contract specification packages and scope of work (SOW) that provide designs and timelines involved in maintenance of facilities. Represent the National Marine Fisheries Service (NMFS) in external facility matters, including leases, cooperative agreements, and relations with facility partners. Plan, direct, coordinate and evaluate the work of subordinates. Set priorities and provide advice, counsel or instructions to employees on technical work and administrative matters. Select candidates, evaluate performance and recommend pay, promotions, or reassignments where appropriate. POSITION REQUIREMENTS: This position has physical requirements. Financial Disclosure is required as the job participates personally and substantially through decision or exercise of significant judgment in Government action regarding contracting and the administration or monitoring of grants. This position requires the operation of a Federal motor vehicle. Incumbent must be able to obtain and maintain a valid state driver's license to operate a government vehicle to travel to field offices, work sites and or meetings. PHYSICAL REQUIREMENTS: Requires ability to stand for long periods of time, ascend/descend ladders, access confined spaces, work in potentially harsh weather conditions on uneven surface. Requirements

This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-4 is equivalent to the GS-13/14. Key Requirements: Applicants must be U.S. Citizens. Suitable for Federal employment, as determined by background investigation. Must be registered for Selective Service, if applicable (www.sss.gov) Qualification requirements must be met by the closing date of the announcement. Additional Considerations: One year probationary period may be required. Payment of relocation expenses (PCS) is not authorized. A one year supervisory probationary period may be required (probationary period can be served concurrently). Payment of relocation incentives OR recruitment incentives may be authorized. Note: Relocation incentives are for current federal employees only. Background investigation will be required. Continued employment is subject to applicant's successful completion of security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. As a condition of employment for accepting this position, for those required to serve a 1-year probationary period, we will evaluate your fitness and whether your continued employment advances the public interest.
