Modeling & Simulation Specialist

About the Role

Culmen International is seeking a Modeling & Simulation Specialist. 

The Specialist will provide designing, developing, and integrating modeling and simulation capabilities into public health and medical preparedness exercises, evaluations, and analytical activities. The specialist converts operational requirements and technical data into realistic, dynamic scenarios that help its partners assess readiness, identify gaps, validate plans and policies, and improve response capabilities.

What You’ll Do in Your New Role

• Design, develop, test, and maintain modeling and simulation solutions that support federal public health and medical emergency preparedness, response, recovery, and continuity missions.
• Integrate computer simulation and model outputs into exercise programs and dynamic scenarios for real-time delivery to participants.
• Develop realistic simulation environments, games, data-driven injects, visual interfaces, video vignettes, and other enhancements for discussion-based and operations-based exercises.
• Translate exercise objectives, operational plans, policies, corrective actions, and subject-matter input into simulation requirements, workflows, and technical products.
• Support the full Homeland Security Exercise and Evaluation Program planning cycle, including scenario development, planning conferences, Master Scenario Events List development and synchronization, exercise execution, hotwashes, after-action activities, and corrective-action adjudication.
• Develop and apply analytical tools to evaluate exercises and real-world response operations, identify recurring trends, and support evidence-based recommendations.
• Analyze and visualize exercise, evaluation, corrective-action, and planning data using innovative technologies and reproducible methods.
• Review technical and analytical results for accuracy, validity, usability, and alignment with exercise objectives and requirements.
• Prepare and present technical findings, model outputs, demonstrations, briefings, reports, and decision-support materials to ASPR, HHS leadership, and interagency stakeholders.
• Collaborate with exercise planners, facilitators, evaluators, analysts, systems personnel, and subject matter experts to ensure simulation capabilities are operationally relevant and effectively integrated.
• Maintain current knowledge of industry standards, emerging technologies, and best practices related to modeling, simulation, distributed participation, and virtual exercise delivery.
• Complete recurring and short-turn technical assignments within established deadlines and maintain accessible, organized project files and deliverables.
• Travel as authorized to support exercise planning, execution, evaluation, training, real-world response activities, conferences, or meetings.

Required Qualifications

• Bachelor’s degree in a related field; a higher degree in a related field is a plus.
• 2+ years of relevant experience designing games or simulations for the U.S. Government.
• Experience in the development of computer simulation capabilities for use in government training, exercises, or operational environments.
• Experience developing models and simulation requirements and supporting the ongoing maintenance of exercise or training databases and systems.
• Experience integrating new developments into virtual simulation environments or other distributed exercise platforms.
• Ability to interpret technical and operational requirements, evaluate model outputs, and clearly communicate findings to technical and nontechnical audiences.
• Proficiency with Microsoft 365 applications and the ability to learn and use government-provided databases, collaboration tools, and analytical platforms.
• Ability to meet deadlines, manage multiple priorities, and respond effectively to short-notice or surge requirements.
• Ability to travel and work occasional evenings, weekends, or holidays when authorized and required by the task order.

Desired Qualifications

• Experience with specialized modeling and simulation tools, including Advanced Modeling System tools and Computer-Aided Design (CAD) applications.
• Knowledge of HSEEP doctrine and experience supporting seminars, workshops, tabletop exercises, games, drills, functional exercises, or full-scale exercises.
• Experience supporting public health preparedness, emergency management, consequence modeling, incident response, continuity, or interagency operations.
• Familiarity with the National Response Framework, National Incident Management System, Emergency Support Function #8, and federal preparedness and response doctrine.
• Experience with data visualization, trend analysis, scenario-based analysis, and presentation of technical results to senior government stakeholders.
• Experience producing accessible digital content and deliverables consistent with Section 508 requirements.
