SECURITY SPECIALIST (PROTECTION)(Title 32)

Summary

THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: G3, Hartford, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.

Duties

This is an indefinite position. JOB SUMMARY: The primary purpose of this position is to serve as the ARNG Protection Specialist for functional elements and related physical and operations security policy and issues, handling of intelligence and law enforcement sensitive information, managing assigned program areas, directing studies and reviewing, revising and implementing protection policy and projects. This position is located within the Joint Force Headquarters (JFHQ) Army National Guard (ARNG) Deputy Chief of Staff for Operations (DCSOPS) G3/5/7 Section. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Serves as the ARNG authority and expert on all matters involving protection functional elements and integration of enabling functional requirements, policy, procedures, program status and serves as the conduit of information between the intelligence community and local state and federal law enforcement. Responsible for synchronizing daily operations and integration, coordination and plans resource management requirements for the Protection Program functional elements of Antiterrorism (AT), Intelligence Support to Antiterrorism, Emergency Management (EM), Insider Threat, Law Enforcement (LE), Mission Assurance (MA), and Physical Security (PS) for the State ARNG. Receives filter, focus, and fuse information from military intelligence sources, publicly available information sources, and local, state and federal law enforcement sources to develop a clear understanding of real or potential threat to all state forces. Plans, conducts, directs the conduct of, or coordinates on site security studies, projects, assessments, and surveys of the State in relationship to protection activities. Represents the Deputy Chief of Staff for Operations (DCSOPS)/ Assistant Deputy Chief of Staff for Operations (DCSOPS) at meetings, conferences, workshops, panels, etc., at NGB and other deferral agency levels as the state technical authority.

Qualifications and evaluation

Education

GS-11 REQUIRES 24 MONTHS (Continued): Experience demonstrating the ability to undertake long-range studies, projects, or forecasts independently as a member of a group, or as the organizer and director with the purpose of enhancing security systems efficiency or influencing future security planning, policies and programs. Experience demonstrating a working knowledge of a wide range of security specialist, concepts, principals, criteria, requirements, technology, and practices and ARNG's mission, functions and structure to the unit level. Experience demonstrating knowledge of DoD and ARNG mission, functions, and structure to the unit level to ensure effective implementation oversight of programs plans and processes. Experience demonstrating a thorough knowledge of security programs and governing policies, directives, instructions, and procedures. Experience demonstrating comprehensive knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively results for the effective management and completion of programs. Experience and skill in oral and written communication methods and techniques at various levels and venues. Experience in effectively managing and organizing various program activities and tasks, singularly and together, and familiarity with administrative requirements of the major commands. Experience providing the competence to work independently in formulating and implementing a plan and process, overcoming obstacles and conflicts, and managing the wing program. Experience in interpreting security guidelines, which includes CT ARNG guidance, national security policy statements, Executive Orders, DoD and ARNG policies and concepts, and special security policy directives from other sources. Experience demonstrating the competence to interpret and coordinate, in conjunction with the direction of these guidelines for subordinate units, develop supplements and provide guidance. Experience supporting the required judgment needed to interpret and define the intent of these sources, and to formulate and develop command force protection policy, guidelines, and programs while ensuring they are in compliance with higher echelon requirements, and do not conflict with established criteria or other programs and practices. No substitution of education for specialized experience.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of a wide range of security specialties to include physical, personnel, and operational security to identify and resolve conflicting and complex policy and program objectives, and procedures within the security functional area. Knowledge in the specialized field of protection functional areas including antiterrorism, emergency management, law enforcement, and physical and operations security. Knowledge of Executive Orders, legislation, and DoD, NGB, USAR, and MACOM policy requirements, which are used to formulate a comprehensive, integrated state protection program which meets regulatory requirements and reduces command specific vulnerabilities and allows for the application of innovative and new security theories and concepts to provide overall enhanced security of installation resources and personnel knowledge of law enforcement and security policy requirements and procedures to provide recommendations for making key decisions and policy development on short- and long-term security planning. Knowledge of a broad range of security program relationships as well as significant experience in applying appropriate policy requirements in the areas of Incidents, Surveys, and Resolution of Findings and associated elements of physical security and information security. Knowledge of information and operation security to review classified material. Knowledge of protection construction standards to assess and sign off on installation construction projects. Ability to articulate effectively and provide advice and recommendations to supervisors and other security experts or groups at higher and lower echelons. Ability to utilize a computer to write reports, access the internet to research intelligence reports and current world events, and to maintain the official database information. Ability to undertake long-range studies, projects, or forecasts independently as a member of a group, or as the organizer and director with the purpose of enhancing security systems efficiency or influencing future security planning, policies, and programs. Ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects.
