Summary

This position is part of the Chemical Safety and Hazard Investigation Board, Office of Administration. The incumbent of this position serves in dual capacities as an Information Technology Cybersecurity Specialist of the U.S. Chemical Safety and Hazard Investigation Board (CSB) and as the Chief Information Officer of the CSB and reports directly to the Director of Administration.

Duties

Serves as the agency's senior expert and consultant on the design, development, and integration of information technology (IT) systems to meet CSB needs. Provides senior management advisory services resulting in important decisions regarding programmatic and operation of CSB functions and activities. Keeps informed of government Cybersecurity initiatives affecting the agency and ensures such initiatives are implemented in a timely manner. Reviews annual IT reports, strategic plans, and budget submissions.

Requirements

US Citizenship is required. Suitable for Federal employment, determined by background investigation. Must obtain and maintain a favorable background investigation through Continuous Vetting throughout the duration of employment. All employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity and financial monitoring on individuals who hold low risk, public trust, or national security positions. Direct Deposit of pay is required. Selective Service registration required for male applicants, unless exempt. Status candidates must meet time-in-grade (see Qualifications).

Qualifications and evaluation

You will be evaluated for this job based on how well you meet the qualifications above. You will be evaluated based on how well you meet the qualifications and competencies listed in this vacancy announcement. The USA Hire Assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. You will not be considered for the position if you score below the cut score or fail to complete the assessment. Overstating your qualifications and/or experience in your application materials or minimum qualification questionnaire may result in your removal from consideration. Cheating on the online assessment may also result in your removal from consideration. Due Weight Consideration is a review process used to provide consideration to performance appraisals and awards submitted with each application on a used merit promotion certificate and factoring the results into the merit promotion selection process. Please submit 1) a copy of your most recent performance appraisal/evaluation and 2) a list of any awards (e.g. superior performance awards, special act or achievement awards, quality step increase, etc.) you received in the last 5 years. Any performance appraisal/evaluation and award documentation you provide will be forwarded to the selecting official. The selecting official will review this documentation and give it due weight consideration during the overall selection process. If you do not have your most recent performance appraisal/evaluation, please submit a statement as to why it is not available. Please indicate if any prior performance appraisals/evaluations were at an acceptable level. It is your responsibility to obtain and upload your performance appraisal/evaluation and/or list of awards prior to the closing of the vacancy announcement.

There is no substitution of education for experience at the GS-14 level.
