Summary

Duties
Plans, designs, and leads the development of complex audiovisual productions supporting nationally distributed interagency wildland fire training, instructional, and operational media. Directs studio and field production activities, including video, photography, and audio recording, by overseeing production logistics, technical requirements, and filming in operational environments. Performs and oversees post-production and quality assurance, integrating video, graphics, animation, narration, and sound to produce high-quality instructional media for multiple delivery platforms. Establishes and improves audiovisual production methods, standards, and workflows, developing innovative approaches to communicate complex technical and operational information. Serves as the principal technical advisor on audiovisual communication strategies, providing expert guidance on production methods, emerging technologies, and multimedia solutions to support interagency training programs. Develops production concepts, scripts, storyboards, and communication strategies that organize technical and operational information into effective instructional media. Analyzes training objectives, technical requirements, and operational procedures to determine the most effective production approach, media format, and visual presentation. Evaluates completed audiovisual products and production processes, incorporating stakeholder feedback, operational needs, and program evaluation results to improve instructional effectiveness and production quality. Collaborates with interagency partners, subject matter experts, and program officials to develop media solutions, establish production priorities, and support national wildland fire training and workforce development objectives.
Requirements
U.S. Citizenship required. Males born after 12/31/1959 must be registered for Selective Service or exempt. Appointment subject to background investigation and favorable adjudication of background investigation and/or fingerprint check. Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution. Must be 18 years of age at time of close date of announcement. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Incumbent will be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. If new to the federal government, and this is your first appointment, as a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Physical Demands: The work is primarily sedentary and performed in an office environment, but it requires the ability to manage high-pressure, time-sensitive assignments of national significance. The incumbent must respond effectively to sudden demands and shifting priorities. Travel to geographic area offices is occasionally required, and field visits may involve walking over uneven or steep terrain and exposure to hot or cold conditions when participating in program reviews or site evaluations. Working Conditions: Most work is performed in a standard office setting. The incumbent is required to travel to geographic area offices, systems support locations, and field sites for meetings, training, on-site inspections, and fire management plan development. During the fire season, work may occasionally expose the incumbent to adverse weather conditions, smoke, dust, and falling debris. The incumbent may also occasionally fly in small aircraft or helicopters to fulfill job responsibilities. DOI has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
