Summary

The Office of Employment Discrimination Complaint Adjudication (OEDCA) was established by Congress to ensure fairness, integrity, and trust throughout the Department's adjudicatory phase of the equal employment opportunity (EEO) complaint process.
Duties
This position is located in the Department of Veterans Affairs, Office of the Secretary. The Office of Employment Discrimination Complaint Adjudication (OEDCA) was established by Congress to ensure fairness, integrity, and trust throughout the Department's adjudicatory phase of the equal employment opportunity (EEO) complaint process. OEDCA is a quasi-judicial independent authority whose Senior Executive Service Director reports directly to the VA Secretary or Deputy Secretary, and whose Senior Leader reports to the Director. OEDCA is charged with issuing timely, high quality, impartial final agency decisions and orders on the substantive merits of discrimination complaints filed under legally complex Federal statutes [e.g., Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA), the Rehabilitation Act, Equal Pay Act, Genetic Information Nondiscrimination Act (GINA), the Age Discrimination in Employment Act (ADEA); and the Pregnant Workers Fairness Act]. The incumbent serves as the Department's subject matter expert in the field of employment discrimination complaint adjudication. The incumbent serves as a liaison between OEDCA and internal and external stakeholders, to include executing congressionally-mandated reporting and representing the VA in connection with recurring program oversight and compliance functions led by the Equal Employment Opportunity Commission (EEOC) and Congress. The incumbent leads process and quality improvement programs, to include training and oversight.
Qualifications and evaluation

Education
Applicants must possess a J.D. degree (or equivalent) AND a current active bar membership from any State, territory, Commonwealth of Puerto Rico, District of Columbia, or Federal Court. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Non-Competitive Consideration: You are considered a non-competitive applicant if you are on a current career Senior Level (SL) appointment; an individual with SL reinstatement eligibility; or a current career Senior Executive Service (SES) member who has competitive service reinstatement eligibility (at any grade level) to any position in the competitive service. You may be considered non-competitively for appointment to this position if you meet the qualifications requirements. Proof of non-competitive eligibility is required. Proof consists of an SF-50 showing career/career conditional status on an SL appointment, or SES Career Appointment and for SES members, proof of Qualifications Review Board (QRB) certification and proof of previous appointment showing career/career conditional status in the competitive service.
