Summary

The Staff Officer in the National Policy Staff (NPS) within the Animal Care (AC) program has nationwide responsibilities in 3 program areas: 1) The humane care and treatment of all horses regulated under the authority of the Horse Protection Act (HPA). 2) The humane care and treatment during transportation of all species regulated under the authority of the Animal Welfare Act (AWA). 3) The humane care and treatment of pet animals regulated under the authority of the AWA.

Duties

The duties may include, but are not limited to: Provides authoritative veterinary medical expertise in the interpretation and application of laws, regulations, policies, and procedures related to the regulations of the Horse Protection Act (HPA). Evaluates and participates in developing or revising national regulations, policies concerning the care and treatment of horses and complex equine welfare issues. Serves as a veterinary subject matter expert in HPA compliance and enforcement matters, including providing technical guidance, documentation, and expert testimony. Serves as an equine liaison to provide technical information, resolve critical issues, and promote understanding of HPA requirements. Participates in inspections and enforcement activities involving horses and applies veterinary expertise regarding equine care, handling, behavior, husbandry, housing, medical care, and welfare.

Qualifications and evaluation

This is a Direct-Hire Authority position, all applicants who meet the minimum qualifications, to include any specialized experience and/or selective placement factor(s), if applicable, will be referred to the selecting official. Proof of Doctor of Veterinary Medicine (DVM) Degree or Equivalent: A legible copy of college transcripts showing a conferred DVM degree from a veterinary medical school or college accredited by the AVMA Council on Education. An unofficial copy is sufficient with the application. As an alternative, proof of possession of a current permanent unrestricted license to practice veterinary medicine in a State, District of Columbia, Puerto Rico, or a territory of the United States can be submitted as provisional proof of eligibility. If selected, an official college transcript showing a conferred DVM degree from a veterinary medical school or college accredited by the AVMA Council on Education will be required prior to entering on duty. Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education must submit a copy of their DVM transcripts and required documents (i.e., proof of ECFVG certification; or copy of Veterinary license; letter documenting acceptance into an advanced degree, post graduate, residency or graduate program at an AVMA accredited veterinary medical school; AND an English proficiency score report documenting required acceptable minimum scores, from TOEFL, IELTS or CAEL) that prove basic qualification for this position as stated in OPM's qualification standards. Applicants who are substituting education or advanced training for specialized experience must submit: 1) an unofficial transcript showing a conferred master's degree in a qualifying specialty or 2) a letter or certificate documenting the completion of at least two years of an internship, residency or fellowship in a specific discipline or specialty. All education must have been successfully completed and obtained from an accredited school, college, or university. All transcripts must be in English or include an English translation. Although veterans' preference doesn't apply under Direct Hire Authority, applicants are encouraged to provide documentation of their eligibility. If claiming veterans' preference, you must submit a DD214, Certificate of Release from Active Duty, which shows dates of service and discharge under honorable conditions. If currently on active duty you must submit a certification of expected discharge or release from active duty service under honorable conditions within 120 days after the date the certification is submitted. The certification must be on the letterhead of the appropriate military branch and include the dates of military service. If claiming 10-point veterans' preference you must provide the DD214 or certification requirements (see above bullet), plus the proof of entitlement of this preference as listed on the SF-15 Application for 10-point Veterans' Preference. The SF-15 should be included but is not required. Failure to submit these documents could result in the determination that there is insufficient documentation to support your claim for 10-point preference. Worker's Compensation Separation: Agency certification of inability to place employee AND Notification of Separation OR Separation SF-50. Disability Annuity Termination: Notification from OPM of disability annuity termination AND Separation SF-50 of the last position held. Military Reserve or National Guard Technician Special Disability Retirement Annuity under 5 U.S.C. 8337(h) or 8456: Certification of special disability retirement annuity from a military department or National Guard Bureau AND Separation SF-50 of the last position held.
