Summary
The Supervisory Health System Specialist (System Redesign) is located at the Harry S. Truman VA Medical Center and reports to the Quality and Patient Safety service line. The primary purpose of this position is to supervise and implement a Performance Improvement program at the Health Care System level. The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center.
Duties
Duties include but are not limited to: Supervisory Duties 30% The Systems Redesign Coordinator assigns work to subordinates, delegates authority as appropriate and holds staff responsible and accountable for the performance of the duties associated with Health Care System wide performance improvement programs, projects, products, under their supervision and management. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. The Supervisory System Redesign Coordinator evaluate work performance of subordinates. In this capacity the incumbent exercises supervisory responsibilities which include: Prioritizing major work efforts towards process improvement; Evaluating the performance of the Systems Redesign staff; Giving advice, counsel, or instruction to subordinates (direct reports) on both work and administrative matters; Interviewing and tentatively selecting candidates for positions, and recommending appointment, promotion or reassignment involving such positions; Hears and resolves appropriate complaints and grievances from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager; Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; Identifies developmental and training needs of employees, providing or arranging for needed development and training; Finds ways to improve production or increase the quality of the work directed; Develops performance standards for subordinates. Analytics and Project Management 30% Organizes, directs, controls and coordinates group activities in a timely and effective manner. Conducts extensive work in analyzing data and conducting background research on the issue. Pulls, isolates and manipulates data to identify root causes of a performance issue. Develops statistical models to measure successful of performance improvement actions. Converts data into numerous formats using advanced statistical models including statistical process control charts, histograms, paretto charts, and many more. Defines a project scope and goals through a collaborative process with subject matter experts and leadership at the facility, service line or program, or unit level. Leads a team of subject matter experts, front line staff and leadership through a rigorous and defined project management process utilizing multiple tools from Lean Six Sigma, Lean VA-TAMCCS and other performance improvement disciplines to further define the current state of the process. Internal Consultation for System Engineering 30% Identifies and provides for management development and training needs of key staff members. The mentoring environment must also ensure personal growth for the incumbent. The incumbent deals with general personnel management policy matters affecting the facility, involving such matters as: recommending appropriate personnel actions when indicated; resolving differences between key management officials at the facility; and identifying and resolving problems which may inhibit accomplishing the facility's patient care mission and public policy objectives. Participates in and facilitates transformative quality, safety, effectiveness, and efficiency improvement efforts. Plans and conducts studies directed at reducing errors due to cognitive overloading and human-computer interaction failure. Identifies systems designs problems that contribute to human errors. Identifies alternative systems and processes based on Lean/Systems Redesign/Systems Engineering principles to mitigate these types of errors. Educator 10% Provides instruction to others on Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies principles and tools through formal classroom instruction or small group mentoring. Develops written and verbal teaching materials. Delivers classroom instruction about Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies tools and techniques to all levels of the organization. Delivers training materials and curriculum consisting of advanced practices of project management, statistics, coaching, facilitation and leadership. Responsible for leading the team through development of control strategies, to ensure project solutions are sustained after the project lifecycle. Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment and decision-making skills that align with relevant competencies, organizational values, and best practices. Assessment results may be used as part of the evaluation, ranking and referral process. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. The assessment for this application does not include a cut score for a minimum level of required proficiency in these critical general competencies. However, you must answer each item in the assessment.
