Summary

This position is located at The Federal Financing Bank (FFB), under Domestic Finance's Office of Public Finance. As a Senior Staff Accountant, you will provide expert advice on a variety of complex and unique accounting problems, prepare technical reports, original analysis and exhibits on findings, and recommendations for the Federal Financing Bank's Director of Accounting.

Duties

As a Senior Staff Accountant, you will: Oversee the implementation of recommendations and solutions and provide training and guidance to junior accountant staff. Coordinate the implementation of new or revised procedures involving the numerous types of accounting operations in the Federal Financing Bank (FFB). Conduct research and analyses for various accounting, financial, and budgeting processes used by the Federal Financing Bank (FFB) in support of its overall financial management responsibilities. Provide expert analysis and support of the FFB's Federal Credit Reform Act (FCRA) and federal credit accounting needs, including reconciling credit program activity to agency financial statements and supporting audit readiness.

Requirements

Key Requirements: Must be U.S. Citizen or U.S. National. All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Qualifications and evaluation

You will be evaluated based on how well you meet the qualifications listed in this vacancy announcement. This announcement uses the Rule of Many, a numerical ranking process under which eligible applicants receive a numeric score based on the assessment process for the position. Only applicants who are eligible for veterans' preference receive 5- or 10-point veterans' preference points, which are added to passing scores, as applicable. Applicants are then listed on the certificate in score order, and preference-eligible applicants are listed ahead of non-preference eligibles with the same score. This announcement uses the cut-off score referral method under 5 CFR 332.402(b)(1). Applicants who achieve or exceed the established cut-off score of 90 will be referred for consideration. If fewer than three eligible and available candidates per vacancy are available, we may lower the cut score in accordance with our pre-announced supplement strategy and applicable policy until a minimum of three candidates per vacancy are eligible to be referred. When a new cut score is established, all applicants tied at that cut score will also be referred. Education

You must meet the minimum basic educational and/or work experience requirements for professional accounting positions in the federal government. This includes: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
