Summary

This position is located within the Office of Financial Management (OFM), Veterans Administration, and supports the mission of the Finance and Business Transformation Staff. The organization is responsible for ensuring the integrity, compliance, and effectiveness of VA's financial systems and for supporting modernization of financial and accounting capabilities.

Duties

This is a non-bargaining unit position. Candidates that apply before the first cut off date of September 29, 2026 at 11:59 PM ET will be given first consideration. Major Duties: Lead Enterprise Fiscal/Financial Systems Operations and Modernization Direct Requirements Development, Technical Design & SDLC/Agile Leadership Manage Enterprise Testing & System Readiness Ensure Regulatory, Audit, and Financial Compliance Lead Modernization Initiatives (Cloud, RPA, Architecture Modernization) Supervise Senior Technical Staff Provide Executive-Level Advisory and Cross-Agency Coordination Work Schedule: Monday - Friday 8:00 am - 4:30 pm Compressed/Flexible: Yes Telework: Ad-hoc telework (situational telework) available as determined by the agency policy. Activities involve typical computer use, with occasional standing, walking, and light lifting of documents or reference materials. Physical demands are minimal. As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Washington, DC. This includes all locations that fall within a 50-mile driving distance from 810 Vermont Avenue, Washington, DC 20420. The local commuting area for this position is defined as a radius of 50 miles from Jacksonville, FL. This includes all locations that fall within a 50 mile driving distance from 605 W. Beaver St., Jacksonville, FL 32202. The local commuting area for this position is defined as a radius of 50 miles from San Diego, CA. This includes all locations that fall within a 50 mile driving distance from 8620 Spectrum Center Blvd, San Diego, CA 92123.

Leading major financial system initiatives and effectively communicating and coordinating with internal and external stakeholders. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
