Summary

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as an Accountant for Director for Strategy, Plans, & Resources. Salary Ranges are the following unless statutory/regulatory rates prevail. For the Fort Belvoir, VA and/or Dahlgren Location: $102,415-$158,322 For the Redstone Arsenal, AL Location: $93,216-$144,102 For the Schriever SFB, CO Location: $91,870-$142,022

Duties

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a Accountant at the NH-0510-3 broadband level, some of your typical work assignments may include: Analyze and evaluate financial and accounting plans, proposals, and system changes to assess their impact on agency financial systems and ensure financial system integrity. Assists in defining, establishing, and coordinating organizational focus on complex projects and programs. Identifies and resolves problems that cross organizational boundaries that contribute to new approaches. Provides guidance and direction in resolving problems and policy issues. Provides input into the development of fiscal and financial management policies, standards, and guidelines for the Agency and for ensuring the accuracy and timeliness of Agency financial statements. Interprets financial policies and provides guidance on a broad range of policies and requirements established by higher authorities. Performs studies and analyses of accounting operations, Information Technology business management systems deployment, preparation of financial statements, financial reports, audit findings, and other fiscal data needed for all phases of the Planning, Programming, and Budgeting System. Provides narrative and statistical material, and ensures the accuracy and availability of background information. Monitors trends in financial performance; identifies deviations from plans and initiates remedial actions. Track and report on audit performance goals. Works with team and senior management to establish new fundamental concepts and criteria and stimulate the development of new policies, methodologies, and techniques. Converts strategic goals into programs or policies. Maintains accounting records, furnishes accounting data, and prepares, reviews, and analyzes accounting reports. Provides input used in the development of budgets, reports, testimony, congressional committee hearings, etc. Identifies, develops, and negotiates necessary changes to policies and regulations that impact other Defense Organization policies through meetings and correspondence. Communicates such changes within ternal and external stakeholders. Works with the internal/external stakeholders to establish and improve Financial Improvement Plans (FOPs) and material weakness corrective action plans (CAPs), improves understanding of accounting and audit requirements, and executes Financial Improvement Plans(FIPs/CAPs). Develops, promulgates, interprets, and implements Federal, DoD-wide, and assigned ODO's policies related to financial reporting, financial management, Generally Accepted Accounting Principles(GAAP), and Generally Accepted Government Auditing Standards. Coordinates best practices with the FIAR Office for use across the DoD. Promotes and facilitates improvements to financial management processes, systems, and organization to improve financial management and the auditability of DoD Component financial statements. Directs, develops, monitors, and presents analyses of financial management data and trends, and performs other in-depth professional analyses or special projects as required to advance the TI-97effort
