The Opportunity and Role
Capital One’s Community Finance (CF) team originates debt and equity to support affordable housing development. Community Finance provides debt financing and invests in low-income housing credits through proprietary and multifund equity fund structures. The team is on a journey to reimagine the way it operates through a more strategic approach to its core work and advocacy efforts, next-generation analytical and reporting capabilities, and innovative initiatives that leverage Capital One’s scale and influence.
As part of Community Finance, the Governance and Process Operations team will drive sustainable growth by optimizing processes and establishing a foundation of proactive risk governance that empowers the business to be faster, leaner, and more resilient. This includes framing and analyzing complex problems, assessing current state, designing target-state solutions, developing actionable recommendations, and supporting implementation across the organization.
As a Manager on the Governance and Process Operations team, you will help strengthen Community Finance’s operating environment by applying sound governance and risk practices and improving the processes that support our business. You will work with partners to assess current practices, identify opportunities to better manage risk and strengthen or simplify processes, and develop actionable recommendations. You will coordinate implementation, build stakeholder understanding, and support adoption so that practices and processes are effective, sustainable, and aligned with business needs. This is an individual contributor role that leads through subject-matter ownership and influence.
Throughout your work, curiosity will be key, and rigorous analysis will be the basis of much of your credibility. This role is for someone who asks questions, eagerly listens, explores the periphery, and lives for the process of generating new ideas. Alongside your eagerness to take on new challenges, you know that solving complex problems often requires the courage to leave no assumption unchecked, no viable idea unexplored, and the comfort with data to illuminate both root cause and potential resolution.
Core Responsibilities Include:
Leadership and Innovation
- Lead assigned cross-functional work that supports effective risk management, new business initiatives, and consistently well-managed processes across Community Finance.
- Assess current workflows and contribute to end-to-end redesign of business processes, including opportunities to simplify manual or legacy work and make effective use of technology and data.
- Adapt to new and emerging opportunities and challenges, using a try, test, and learn approach to develop, evaluate, and refine solutions.
- Create and maintain clear communications across teams so associates and leaders understand relevant priorities, decisions, dependencies, and progress.
Ensuring Operational Excellence and Risk Management
- Apply and help maintain governance practices that integrate risk management into day-to-day operations.
- Identify opportunities to improve processes and work with Community Finance associates and engaged stakeholders to challenge existing practices, enable change, and support implementation.
- Consult with business partners to understand complex problems, evaluate options, and help resolve issues in a matrixed environment; coordinate across partners to address roadblocks and meet agreed timelines.
- Partner with Risk Management to support open dialogue about risk tolerance, processes, and appropriate risk mitigation.
- Promote the appropriate application of bank and line-of-business policies and procedures; support adherence to regulatory and compliance requirements.
- Enable and maintain a well-managed environment while looking for simple, scalable improvements and durable results.
- Contribute across the team’s governance, risk, and process work as business needs evolve. Assignments may include governance routines, risk and control activities, audit or exam readiness, issue remediation, policy and procedure work, process documentation, or process improvement.
Collaboration and Team Contribution
- Build constructive working relationships, share knowledge, and contribute to an inclusive team environment grounded in trust, collaboration, and effective challenge.
- Support cross-training and team learning by sharing approaches, lessons, and subject-matter knowledge across governance, risk, and process capabilities.
Basic Qualifications
- Bachelor’s degree or military experience.
- At least 5 years of experience in process management, project or program management, business operations, risk management, governance, or a related field.
- At least 2 years of experience supporting risk management, controls, governance, issue management, audit readiness, compliance, or other well-managed activities.
- At least 2 years of experience leading cross-functional initiatives or partnering with multiple stakeholder groups.
Preferred Qualifications
- 7+ years of experience in process management, project or program management, risk management, governance, business operations, or strategic operations.
- Experience in financial services, commercial real estate finance, community development finance, or another regulated industry.
- Experience identifying and assessing risk, evaluating process and control gaps, supporting audit or exam readiness, and developing mitigation or remediation plans.
- Experience designing or improving governance frameworks, operating routines, policies, procedures, controls, or process documentation.
- Experience applying process-improvement methods such as Lean, Six Sigma, root-cause analysis, process mapping, or business process management.
- Experience using project, workflow, or process-mapping tools such as Jira, Confluence, Google Workspace, Lucidchart, or similar platforms.
