About the Position: This position is with the St Paul District, Engineering and Construction Division. The St. Paul District plans, designs, builds, and operates water resource projects to benefit the people of Minnesota, western Wisconsin, northeastern North Dakota, portions of South Dakota and Iowa, and the nation. We are responsible for supporting inland navigation, helping communities reduce damages caused by flooding, environmental restoration, and emergency response to disasters.

Duties

In this position, then incumbent may be assigned duties to serve as Administrative Contracting Officer, Contracting Officer's Representative, and Construction Technical Lead on assigned construction projects. Serves in Construction Contract Administration Subject Matter Expert role with Administrative Contracting Officer and Contracting Officer's Representative duties as assigned. Manages and directs the performance of Branch activities that involve office engineering and quality assurance work for the Construction Branch. Participate/presents as needed in conferences with representatives of higher authority, contractors, resident engineers, area engineers, officials of the Construction Branch, Engineering and Construction Division, and other segments of the District. Investigates controversial situations with contractor that have or are expected to lead to a formal claim(s) by the contractor; and, that have contributed to contract changes, labor strikes, unfavorable weather, unforeseen working conditions, etc. Coordinates with officials of the Engineering and Construction Division to work out desired changes after a determination that changes should be initiated in plans and/or specifications. Oversees and/or performs contract administration phases of processing change orders. Provides quality control by serving on District Quality Control (DQC) and Agency Technical Review Teams on complex projects. Visits construction projects and confers with resident and area engineers, contractors, local interests, suppliers, to keep informed of progress of work, and the accuracy of construction to ensure compliance with contract plans and specifications.
