About the Role

Reporting to a Program Manager within TB&T's Project Management Unit, the selected candidate will be responsible for managing Capital and Agency Major Maintenance Program (AMMP) projects, as well as other complex infrastructure initiatives at various TB&T facilities, including Lincoln Tunnel Helix Replacement Program and projects at the existing Lincoln Tunnel  & Port Authority Bus Terminal facilities, as assigned.
The Senior Project Manager will oversee all phases of the project lifecycle, including project initiation, planning, design, procurement, construction, monitoring and controlling, and closeout.

The selected candidate will ensure projects are delivered safely, on schedule, within budget, and in accordance with Port Authority policies, operational requirements, and strategic objectives while effectively coordinating multidisciplinary teams and engaging internal and external stakeholders throughout project delivery.

Responsibilities

  • Manage multiple capital and major maintenance projects of varying size, complexity, and risk from project initiation through closeout.
  • Develop detailed project scopes based on identified operational needs, facility conditions, program priorities, and desired business outcomes.
  • Establish project budgets, schedules, funding requirements, implementation strategies, and project economics in coordination with internal stakeholders.
  • Collaborate with Engineering and other Port Authority departments to secure the internal and external resources necessary to advance projects through conceptual, preliminary, and final design.
  • Coordinate with the Engineering Construction Management Division to successfully deliver projects during construction in accordance with approved contract requirements.Advance projects through established milestones while proactively identifying issues
  • and implementing recovery plans to address schedule, budget, or scope challenges.
  • Lead project risk identification, assessment, mitigation planning, and contingency development throughout the project lifecycle.
  • Coordinate site visits, field investigations, and stakeholder meetings to validate project requirements and support project development.
  • Establish and maintain effective communication, reporting, and collaboration among internal departments, consultants, contractors, regulatory agencies, utility companies, and other external stakeholders.
  • Negotiate and coordinate agreements, force accounts, permits, and other interagency requirements necessary to support project delivery.
  • Lead the capital authorization process for assigned projects, including preparation of Capital Planning Oversight Committee (CPOC) materials, Board authorization packages, executive presentations, and supporting documentation, as required.
  • Prioritize project advancement based on operational needs, available funding, program objectives, project readiness, and organizational priorities.
  • Prepare periodic project status reports and executive briefings on scope, schedule, budget, risks, and overall project performance.
  • Supervise, mentor, and provide technical guidance to any assigned junior project management staff while fostering collaboration across multidisciplinary project teams.
  • Ensure all project documentation is complete, and projects are formally closed in accordance with Port Authority procedures.
  • This position requires occasional travel within the Port region, including site visits beyond normal business hours, as operational needs require.

Minimum Qualifications

  • Bachelor’s degree in Engineering, Architecture, Construction Management, or a related technical discipline from an accredited college or university.
  • Minimum of five (5) years of progressively responsible experience managing large ($200-$500M) capital, infrastructure, design, or construction projects, including management of multidisciplinary design and construction teams.
  • Valid driver's license.

Desired Qualifications

  • Demonstrated experience managing structural engineering projects involving bridges, tunnels, transit facilities, retaining structures, or other civil infrastructure throughout the full project lifecycle, from planning and design through construction, rehabilitation, and project closeout.  
  • Experience with steel, reinforced concrete, and existing structural asset rehabilitation is desirable
  • Strong knowledge of project management principles, including project planning, scheduling, estimating, budgeting, resource allocation, procurement, project controls, and contractor oversight.
  • Experience developing project scopes, prioritizing work, and integrating operational, maintenance, resiliency, and security requirements into project delivery.
  • Knowledge of capital planning, infrastructure assessment, life-cycle cost analysis, cost-benefit analysis, asset management principles, and project development processes.
  • Experience managing projects with multiple stakeholders while balancing competing priorities and limited resources.Demonstrated ability to lead, influence, and build consensus among multidisciplinary teams, executive leadership, consultants, contractors, regulatory agencies, and external stakeholders.
  • Strong analytical, organizational, decision-making, negotiation, customer service, and problem-solving skills.
  • Excellent written, verbal, presentation, and interpersonal communication skills.Knowledge of Port Authority project management systems, capital authorization processes, administrative procedures, and document control practices is preferred.
  • Experience with asset management processes is preferred.
  • Professional Engineer (PE) license or Registered Architect (RA) license in New York or New Jersey is preferred.
  • Project Management Professional (PMP) certification is preferred.

Compensation, Benefits & On-Site Collaboration Requirements

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors.

The expected compensation range for this role is:​ ​Minimum: $ 106,392   Midpoint: $ 138,297    Maximum: $ 170,222
