Expert Chief Engineer Technical Advisor - NRG

Responsibilities

The Expert-level Systems Engineer, NRG Chief Engineer Technical Advisor, supports the NRG Government Chief Engineer and Program Manager in investigating and resolving program engineering and integration challenges, developing courses of action, preparing executive briefings, and negotiating agreements with NRG stakeholders.

This role provides expert technical and programmatic guidance across the systems engineering lifecycle, industry program management best practices, and sensor integration best practices from sister programs. The Technical Advisor understands the business aspects of the program and helps maximize NRG’s successful contribution to NGA’s GEOINT mission.

Key Responsibilities

Program Engineering & Integration

• Facilitate and drive NRG Integrated Product Team (IPT) working group issues to closure.
• Identify substantive topics for NRG Engineering Review Board discussions.
• Assist with planning, analysis, and traceability of user requirements, architectures, procedures, and system problems to automate or improve existing systems.
• Review cloud service capabilities, workflows, and scheduling limitations.
• Advise the Government on proposed solution design changes based on requirements analysis and emerging technologies.
• Assist the Government in capturing and translating mission and customer needs into system/capability requirements and solutions.
• Assist in leading Analysis of Alternatives (AoAs), Courses of Action (CoAs), Trade Studies, and Engineering Assessments.
• Support strategic technical planning, project management, performance engineering, risk management, and interface design.

Program Management & Strategy

• Provide program management support to the Government Program Manager and Chief Engineer, including cost, schedule, risk, requirements, and performance management for the NRG program.
• Work with NRG branch chiefs to ensure alignment with NRG priorities and goals.
• Provide expert advice to the Government regarding vision, strategy, plans, needs, requirements, and process and capability development.
• Understand and apply industry program management best practices and lessons learned from sister programs’ recent sensor integration efforts.
• Operate at the level of integrating multiple Major Systems Acquisitions across organizational, agency, department, and governmental/national boundaries.

Stakeholder Engagement & Technical Communication

• Communicate complex technical program details effectively to a wide variety of audiences, including non-technical stakeholders.
• Prepare executive briefings and support stakeholder negotiations and agreements.
• Provide expert technical and programmatic advice to the Government on lifecycle systems engineering and programmatic matters.

Location: This position is fully onsite in either Chantilly or Springfield, VA.

Required

• Bachelor’s degree or higher in Systems Engineering or a related technical/scientific field such as Engineering, Physics, Mathematics, Operations Research, Engineering Management, Computer Science, Information Technology, Management Information Systems, or another related STEM discipline. Equivalent experience may be substituted with 4 additional years of experience for no degree or 2 years for a non-STEM degree.
• 18+ years of relevant experience working in government or industry, including experience with:
  • DoD/IC Acquisition Process
  • Requirements Process
  • PPBES Process
  • Systems engineering of large, complex Systems of Systems or Service-Oriented Architecture environments across cloud, on-premises, or hybrid infrastructures.
• Demonstrated knowledge of the current NSG/ASG and NRO enterprises.
• Previous NGA and/or NSG/ASG program or project experience.
• Demonstrated ability to successfully communicate technical information to a wide variety of audiences, including non-technical audiences.
• Strong understanding and experience with the systems engineering lifecycle.
• Active TS/SCI clearance or the ability to obtain SCI eligibility and successfully pass a polygraph.

Desired

• Master’s degree or higher in Systems Engineering or a related technical/scientific field such as Engineering, Physics, Mathematics, Operations Research, Engineering Management, Computer Science, Information Technology, Management Information Systems, or another related STEM discipline.
• Experience tailoring and applying both Agile and Waterfall development methodologies.
• Working knowledge of Model-Based Systems Engineering (MBSE) processes, tools, and languages.
• Software Development Framework certification.
• Extensive experience in geospatial intelligence.
• Project Management Professional (PMP), DAWIA Level III Program Management certification, or equivalent specialized training and experience with project management tools and techniques.

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
