Duties

Provide senior technical leadership and guidance to Districts in support of strategic planning, workload sharing, quality management, and regional engineering initiatives. Provide oversight and technical guidance for reservoir operations, including water control, reservoir releases, pool elevations, water quality, and low-flow requirements. Lead the review, development, and coordination of water control manuals, drought contingency plans, emergency regulations, water control data systems, and related hydrologic studies. Analyze reservoir, river, watershed, hydrologic, and meteorological conditions and provide recommendations supporting routine and emergency water management decisions. Direct and evaluate studies involving multipurpose water resource projects, including flood risk management, hydropower, navigation, recreation, water supply, water quality, and environmental considerations. Serve as a Division specialist and technical consultant for hydrology, hydraulics, and water quality, providing quality assurance and technical guidance for engineering studies, reports, and designs. Develop, interpret, and implement technical policies, criteria, standards, and procedures related to hydrology, hydraulics, sedimentation, stream scour, and water management. Serve as the Division’s senior technical expert and Regional SME for enterprise GIS, providing leadership for geospatial systems supporting infrastructure readiness, engineering, operations, emergency response, and regional decision-making. Lead and support the development and application of GIS technologies, data integration, mapping, imagery, surveying, GPS, and other geospatial capabilities to improve mission execution and information sharing. Coordinate with Districts, HQUSACE, and federal, state, and local partners to promote data sharing, interoperability, technology transfer, and effective implementation of water management and geospatial programs. Represent the Division at technical conferences, professional forums, interagency meetings, and stakeholder engagements, providing expert advice and presenting technical information to senior leaders and other audiences. Evaluate emerging technologies, policies, and practices and recommend innovative approaches to improve the efficiency and effectiveness of engineering, water management, and geospatial programs.
