Deputy Director, Priority Capital Construction Project, TB&T

About the Role

The Tunnels, Bridges and Terminals (TB&T) Department is seeking an experienced transportation executive to join their leadership team in the role of Deputy Director, Priority Capital Construction Programs. Reporting to the Director of TB&T, the Deputy Director provides direct oversight of a substantial capital budget and overall direction to the executive team managing the portfolio of TB&T Priority Capital Construction Programs.

This is an exciting time to join a team that is advancing several mega-projects that are vital to the regional economy, including the rehabilitation of the elevated roadway leading to the Lincoln Tunnel (the Helix), the rehabilitation of the Outerbridge Crossing, the George Washington Bridge Restore the George Program, and the $11 Billion program to replace the Port Authority Bus Terminal.

The 900 employees in the TB&T Department serve over 700,000 monthly vehicular trips across its six bridges and tunnels, which include the George Washington Bridge, Holland Tunnel, Lincoln Tunnel, Bayonne Bridge, Goethals Bridge, Outerbridge Crossing and over 200,000 passengers at Port Authority Bus Terminal and the George Washington Bridge Bus Station each day.

Responsibilities

• Responsible for advancing TB&T’s Priority Capital Construction Programs and coordinating with internal and external stakeholders to advance these critical projects.  The portfolio of Priority Capital Construction Programs includes:

  • Restore the George: This program includes a total of eleven projects valued at $2.17B.  Seven of the projects are at or near completion and four remain in various stages of design/construction. The program total is valued at $2.17B in the capital plan.

  • Rehabilitation of the Outerbridge Crossing: A comprehensive rehabilitation project is currently in the design phase.  The scope of work includes roadway and deck repairs required to extend the life of the bridge until it is anticipated to be replaced early in the next capital plan.  Construction is scheduled to begin in 2027.

  • Rehabilitation of the Lincoln Tunnel Helix: A comprehensive rehabilitation project is currently in design.  The scope of work includes roadway, deck, superstructure, and substructure repairs required to extend the life of the elevated roadway until it is anticipated to be replaced in the next capital plan.  Construction is scheduled to begin in 2027.

  • Port Authority Bus Terminal Replacement: The $11Billion replacement program for the Bus Terminal is currently in construction.

• Represent the Director in all matters related to managing the Tunnels, Bridges, and Terminals Department when the Director is out of office as needed.

• Oversee and provide direction to the leaders within the Department that manage the Priority Capital Construction Projects portfolio.

• Provide oversight, leadership and guidance to matters associated with advancing initiatives that require inter-departmental cooperation. Work with other departments to reach consensus about roles and responsibilities, with a focus on the impact that decisions have on operations, maintenance, security, budgets, capital investment, sustainability and customer service activities.

• Participate in the development of the department’s strategic planning and policy agenda, business plan and support initiatives that increase revenue, reduce costs, and improve process efficiency, safety, mobility and customer service.

• Continuously review the department’s organizational structure and functions to ensure effective, efficient staff alignment to achieve the department’s mission and vision, while supporting a work climate that embraces diversity.

• Work with department leaders, to ensure staff capability, availability, competence and motivation.

Minimum Qualifications

• Management, Technology, Operations Management or related field from an accredited college or university. A graduate degree in Engineering, Business Administration, Public Administration, Transportation or a related field is preferred.

• 10 - 15 years of progressively responsible experience at an executive level capacity, preferably working for an organization comparable to the size and complexity of the operation in the Tunnels, Bridges and Terminals

• Department, at the PANYNJ, with at least 7 years in the public transportation field.

• Must possess a valid Driver’s License
  

Desired Qualifications

• At least 15 years of progressively responsible operations, planning, security, project management, customer service, performance management, life cycle asset management and infrastructure maintenance experience in a complex transportation related environment.

• At least 5 years of progressive responsibilities managing and directing the delivery of a broad capital and operating program portfolio, measuring and improving implementation, recommending and advocating policy changes, evaluating and implementing alternate project delivery systems, and establishing and meeting Agency and Department level performance measures, being ultimately responsible for meeting Department level contributions to the

• Agency’s overall capital and operating programs.

• Extensive knowledge of the bridge, tunnel and highway transportation industry and familiarity with fare and toll collection systems.

• Demonstrated senior level experience in managing, leading and developing a large diverse technical and operational professional and represented staff, with a proven record of effective team building and providing for successful outcomes.

• Superior interpersonal skills interacting with internal staff at all levels, and a broad range of external stakeholders such as governmental agencies, elected officials, community organizations, contractors, consultants and regional transportation organizations.

• Demonstrated experience interacting in a complex, political organization.

• Demonstrated ability to achieve broad business goals and to understand the impact on various stakeholders/constituents within and outside of the PA.

• Superior written and oral communication skills with demonstrated experience in preparing and delivering presentation materials to a broad executive and senior staff, and both internal and external stakeholders.

• Demonstrated negotiation and conflict resolution skills

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:​

Minimum: $193,336   Midpoint: $251,324

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs
